Biography
Carlos Moreno is a French-Colombian scientist and university professor. He works at the Institute of Business Management in Paris and at the Panthéon-Sorbonne University in Paris. He is a specialist in intelligent management of complex systems, whose work is accompanied by activities in the innovation ecosystem focused on supporting research and transferring technology to industry, small and medium-sized enterprises, and startups. He is also active in popularizing science. He is known for his ideas and activities centered around intelligent, sustainable, and responsive cities. His fundamental concept is the so-called 15-Minute City. This concept was adopted in 2020 by the re-elected mayor of Paris, Anne Hidalgo, as one of the cornerstones of her urban development policy. Since 2015, Moreno has served under Anne Hidalgo as a special envoy for smart cities. In July 2010, he was awarded the Order of Knight of the Legion of Honor at the Maison de la Recherche in Paris. In 2019, he received a medal for perspective from the Academy of Architecture.
