Evaluation in the 2nd round of the competition
The proposal positively addresses the jury's criticisms from the 1st round of the competition, without abandoning the fundamental principles of an interesting concept of preserving the mass of the cinema, surrounded by a single-storey ring of spaces under a sloping flat roof. It eliminated the inefficient and operationally conflicting use of the cinema in the center of the layout as an entrance hall and instead very effectively utilized a three-storey space with bookshelves and a technical storage area. The original concept was significantly enriched by the incorporation of additional volumes similar to the cinema, but of smaller dimensions, for placing children's book shelves and a multifunctional hall or the cafe or library's back office. Moving the hall from the top floor of the cinema space to a mezzanine accessible directly from the ground from Božena Němcová street completely removed the previously criticized barriers in accessing the hall. The proposal not only preserves the very interesting, sensitively shaped original mass of the cinema but also responds and utilizes the height division of the land very interestingly. With a concept of a richly dimensioned and structured covered ground floor around the cinema building and other inserted volumes, it has achieved the most specific and sensitive valuation of the land and the existing building within the competition. The jury recommends considering the reduction of inserted volumes, which could also contribute to a lower frequency of operational hygiene facilities. Furthermore, recommendations were made to pay more attention to the quality of natural light in the children's part of the library and to reflect the specific requirements for the size of protected workstations in the cafe's operations. The proposal best presents the phenomenon of the Municipal House in this locality.


Author's Report

Context

  • The existing cinema building is located in the middle of a group of predominantly residential buildings, all oriented with the main axis of the cinema hall in the east-west direction.
  • We wish to support the genius loci; it is not in our interest to destroy existing values and layers in the area.
Concept
  • A predominantly single-storey glazed extension develops around the existing urbanistically valuable mass of the cinema, where we place book storage.
  • Further "houses" within the overall mass contain a multifunctional hall, cafe facilities, and offices, creating a kind of internal "urbanism" within the house with composed views. "Streets and squares" are located in the surrounding open space of the extension and predominantly contain entrance areas and reading rooms of the library.
Design
  • The volume of the cinema hall with a concave facade towards the park is retained as a dominant feature, within which primarily free selection of books is placed.
  • The building avoids the preserved pair of prominent willows that complement the green areas.
  • Other solid masses hidden under the roof contain multifunctional halls, cafe facilities, a children's corner, and offices.
  • Surrounding the solid masses is a single-storey glazed extension creating a freely flowing space predominantly containing entrance areas and reading rooms for the library.
  • The free layout of the extension allows various modes and variability of use over time; the glazed facade of the extension allows passerby contact with the interior.
  • Various floor levels allow interesting views between the different parts of the house.
  • The maximum number of functions is situated on the ground floor, which is the most user-friendly solution.
  • The roof of the extension follows the slope of the site; it is optimal to position public and staff entrances (delivery) on opposing sides, with the main entrance to the library placed on the side of the public area of the park, aligning with the existing concave cinema facade that invites visitors inside.
  • For financial reasons, we propose surface parking on Božena Němcová street.
  • Replacement planting for tree felling will be done outside the addressed land.
Spatial Solution
  • The main entrance to the library is from the eastern side against the park on the axis of the concave facade.
  • In front of us is the central counter of the library with a cloakroom; on its sides, we enter through control points to the left into the children's library and to the right into the larger library for adults.
  • The concave wall behind the central counter conceals vertical communications to the free selection on the 2nd floor and to the book storage in the 3rd floor.
  • In both parts of the library, circular information stations are placed.
  • The adult library has a free selection of books placed in the existing cinema building on two floors.
  • The children's library has a free selection of books placed under the multifunctional hall.
  • In the 3rd floor, archival collections of the library and technical back office with its own inserted staircase are located.
  • The multifunctional hall with its own entrance from the southwest corner is located one floor up, directly accessible from Božena Němcová street; the hall is multifunctional, allowing variable auditorium arrangements and has a capacity of 50 spectators.
  • The cafe is situated at the southeast corner closest to the square, from where the most visitors come; its summer terrace advantageously uses the roof's console.
  • Next to the cafe is a children's corner open to both the library and the street and adjacent park with children's attractions; the children's corner will also serve as a consultation or club room.
  • The computer classroom is located on the west facade with a separate entrance and a second access from the library.
  • The employee entrance and deliveries are from the west side from the "alley" connecting Božena Němcová and Přemyslova streets, opposite the main entrance for the public.
  • Near the employee entrance is an operational staircase and an elevator leading to the offices on the 2nd floor.
  • The employees' offices have a view through the "gallery" into the adult library.
  • The design allows for different time modes for the individual functions of the house; when the library is closed, it is possible to use the hall, classroom, cafe, and children's corner independently.
