Brno - The proposal for the new Brno zoning plan is complete and will be available for viewing from February 20. In March, the city will discuss it with the relevant authorities, namely ministries, the regional office, and departments of the municipality, and it should then be discussed with the public in the summer, said councilor Petr Bořecký (ANO) at a press conference today. This is a revised proposal that was prepared in the previous election term but was not approved by the councilors in June 2022, shortly before the elections.


Brno has a zoning plan from 1994, which has been updated many times, and for more than a decade, politicians have been saying it is outdated. Two years ago, the completed proposal failed due to opposition from the mayors of the city districts, who criticized the plan for inadequate protection of green spaces and the possibility of densifying construction in already stabilized areas.

According to Bořecký, the current proposal has met the requirements set by the councilors for the developers at that time. "The new proposal protects stabilized areas and green spaces. We focused on that the most and emphasized the environmental aspect. We have also newly included a mandatory green area drawing as a component," Bořecký said. It is primarily about protecting green spaces in inner blocks or greenery in residential areas. According to the councilor, the proposal also tightens the height regulation and limits the construction of local landmarks.

The new proposal also rectifies the functional use of areas that Brno acquired through a transfer from the State Land Office and committed to not changing their use for ten years. This was also a reason why the councilors did not approve the proposal two years ago.

As the latest date for the approval of the new zoning plan, the current coalition has set mid-2025, which is more than a year before the elections. Following the rejection two years ago, elections took place after the summer, and there was rivalry within the coalition. The People's Party was responsible for the zoning plan at that time, but it ultimately was the decision of the coalition's ODS to side with the opposition and vote against it that was crucial for the rejection.

Brno needs the new zoning plan, for example, so that some old industrial areas can be transformed into residential places. The new zoning plan will also delineate some new important roads, which cannot be prepared without supporting planning documentation.
