Prague - A change in the law that will allow building authorities to return to the systems used before digitalization will, according to ODS Deputy Chairman and Finance Minister Zbyněk Stanjura, be prepared in a few days, that is, next week. It is expected to be submitted, in the interest of quick approval, not as a governmental proposal, but as a parliamentary amendment to the already debated amendment on renewable energy sources, Stanjura confirmed today on the show Questions of Václav Moravec.
The Deputy Chairwoman of ANO and head of the MPs of this opposition movement, Alena Schillerová, admitted the proposed solution as possible. However, she warned that the amendment should not represent an attachment rejected by the Constitutional Court, that is, an addition to a proposal that is unrelated to the subject matter.
The amendment concerning the digitalization of the building approval process was announced on Wednesday by Minister of Transport Martin Kupka (ODS), who was given responsibility for it after the announced dismissal of the Deputy Prime Minister for Digitalization and Minister for Regional Development Ivan Bartoš (Pirates). According to him, in addition to legislative change, a way is being sought to connect the builder's portal with earlier systems. At the same time, work will continue on new digitized systems that were launched on July 1. ANO promised a day later that it would not obstruct the expedited approval of the legislative amendment.
Bartoš's dismissal from the government was proposed by Prime Minister Petr Fiala (ODS) to President Petr Pavel precisely due to the mishandled digitalization of the building approval process. Due to deficiencies following the digitalization implemented since July, municipalities, builders, and the parliamentary opposition have demanded a return to earlier systems. According to Stanjura, however, a complete return to the old system is not possible. Kupka wants to propose further steps to the government by October 16. According to the analysis, the system of digital building approval could be in an acceptable state estimated in 12 to 18 months.
