Selection procedure for the position of architect of the city of Kolín

Announcement of the announcement of a selection procedure.
THE CITY OF KOLÍN represented by the mayor Mgr. Bc. Vít Rakušan announces a selection procedure on May 17, 2016 for the position of “ARCHITECT OF THE CITY OF KOLÍN”

General characteristics of the position:
The subject of the activity is professional advice to the city's authorities in local government activities when addressing issues in the areas of urban planning, urbanism, architecture, heritage conservation, and city development, as well as in urban-architectural preparation of investments in the city. Consulting and advisory services for investors, entrepreneurs, and residents of the city who are interested in construction activities in the territorial areas of Kolín, Sendaržice near Kolín, Štítary near Kolín, and Zibohlavy. Consulting and advisory services for public administration in the area of urban planning and investment construction in the city. Conceptual work in fulfilling the city’s development documents (development program, territorial plan, program for regeneration of the designated historic zone, etc.).

Scope of activities:
submitting recommendations to the city's authorities on urban-architectural adjustments and measures in the city, participating in the preparation of tender conditions for constructions financed by the city, collaboration on preparatory and project documentation for constructions financed by the city, collaboration on the realization of constructions (participation in the selection procedure) financed by the city, collaboration with the provider on urban plans and urban policy, participation in selection committees, participation in public discussions of projects, participation in relevant committees of the city council, communication with the public both professional and lay (participation in discussions), initiating and co-organizing architectural and urban competitions, initiating and preparing conceptual documents, proposals, and studies for city development, coordinating investment actions with a focus on quality contemporary architecture, directing investment intentions in terms of their impact on public spaces and architecture, coordination and assistance in the preparation of strategic plans for the city, creating conditions for quality urban development with regard to the scale of human interaction, oversight and creation of public spaces (concept for elements of furnishing - furniture, public lighting, etc.), educational activities in the field of architecture and urbanism.

Employment relationship:
Agreement on work performance or Consultancy Agreement. Employer's requirements:
university education at least in a master’s program - field of architecture, valid authorization in one of the following areas is an advantage:
1. authorized architect who can carry out activities in the entire range defined in letters a) to l) of §17 of Act no. 360/1992 (as amended by Act no. 150/2004 Sb.),
2. authorized architect for buildings who performs activities in the scope defined in letters b) d) to l) of §17 of Act no. 360/1992 Sb. (as amended by Act no. 150/2004 Sb.),
3. authorized urban planner who is authorized to perform activities according to letters a), e), f), k) l) of §17 of Act no. 360/1992 (as amended by Act no. 150/2004 Sb.),
knowledge of the building law and implementing regulations, knowledge of the municipal law, ability for conceptual and analytical thinking, ability to navigate in public administration, organizational and communication skills,
criminal, civil, and moral integrity. The application of the candidate must include the following elements:

2. date and place of birth,
3. nationality,
4. place of permanent residence,
5. contact address if it is not the same as the candidate's permanent residence,
6. ID number or number of residence permit if they are a foreign national,

8. date and signature.

The application for the selection procedure must include the following documents:
1. a resume detailing previous employment characteristics, knowledge, experience, and skills in reference to the employer's requirements; the resume will also include: references of design, training, and consultancy work, including contacts of clients,
2. a portfolio of own architectural and urban works on a storage medium (CD/DVD),
3. a motivation letter which will include the following sections:
text section A+B of a maximum of 5 pages A4
text A - vision of development, architecture, and urbanism in the sense of general principles and the idea of the role of the city architect within them,
text B - opinion and critical evaluation of the existing urban plans and urban policies and strategic IPRM of the city (http://www.mukolin.cz/cz/obcan/samosprava/strategicke-dokumenty/),
text section C of a maximum of 1 page A4, a sample text for the non-expert public,
4. an extract from the criminal record not older than 3 months; for foreign nationals, a similar document attesting to integrity issued by the country of origin is also required, if such a document is not issued by the country of origin, it can be provided with a sworn statement,
5. an officially verified copy of the highest educational qualification, and possibly a simple copy of the authorization,
6. the applicant’s idea of the scope and practical manner of providing services according to the required content,
7. the price for providing services expressed as an hourly rate, including VAT,
8. a declaration of personal data processing for the purposes of the given selection procedure
(not required if the declaration is part of the application).

Place, method, and deadline for submitting the application:
1. by mail to: City Office Kolín, Office Desk, Karlovo nám. 78, 280 12 Kolín I. Mark the envelope: “Selection Procedure – ARCHITECT – DO NOT OPEN” indicating the name and address of the candidate, with a postal stamp no later than June 17, 2015, or
2. in person at the submission office of the City Office Kolín, Karlovo nám. 78, 280 12 Kolín I. Mark the envelope: “Selection Procedure – ARCHITECT – DO NOT OPEN” with the name and address of the candidate, no later than June 17, 2016, by 1:00 PM.
The announcer reserves the right to cancel the selection procedure at any time without giving a reason.
