The subject of the conceptual competition is the proposal for the development concept and vision for the city of Nitra, which will become the main starting point for the preparation of a new urban plan.
- The solution should provide an opinion on the future character of the city of Nitra, taking into account its significance as an administrative and cultural center of the region, the presence of universities, and leveraging the related potential.
- The conceptual proposal should outline the idea of how the city should further develop, what type of construction should dominate it, and what character residential, industrial, and cultural zones should have.
- Outline how the city should address the issues posed by emerging climate change in newly proposed zones and improve the microclimate of existing urban structures.
- The conceptual competition proposal will be processed as a whole, covering the entire cadastre of Nitra and its connections to neighboring cities and municipalities, and will deal with the factor of the presence of major supporting infrastructure of highways and railways.

In addition to this competitive dialogue, a public competition will also be announced for the processor of the urban plan. The successful candidate of the competitive dialogue will be responsible for overseeing the incorporation of the winning proposal (idea) into the urban plan.

The competition is conceived as a competitive dialogue. In this process, in addition to an expert and independent jury composed of architects and urban planners, experts from the office of the chief architect of the city and representatives of the city council will also be invited. Experts from the fields of sociology, transportation, and environmental studies will also participate.

Given the above-mentioned facts, the conditions for the use of competitive dialogue under § 70 of the Public Procurement Act are met. The subject of the contract is, compared to other assignments focused on the design of public spaces, exceptionally complex in the requirements for urban planning-architectural solutions with an emphasis on urban detail.
