Prague, April 16, 2014 – Today, the mayor of the Prague 14 District, Bc. Radek Vondra, announced the results of the international one-round architectural competition for a new community center in Hloubětín. The competition received 67 proposals, a third of which came from abroad, including Spain, Belgium, and Norway. After a two-day session, the jury awarded first, second, and third places, as well as two prizes.
The one-round architectural competition was held from February 10, 2014, with entries accepted until the very last minute – March 31, 2014, at 2:00 PM.
The competition's brief called for a community center as a place where everyone feels included in the social and cultural life of the locality /nobody is excluded/. The construction is expected to do more than just fulfill the program. The manner in which the various parts are brought together can support functionality, permeability, openness... The building will serve as a "covered village square" for Hloubětín. The entrance area is meant to gather, allow for passive observation, and serve as the core of the community center that connects the public space of the street and the garden.

The jury's alternates were: Ing. arch. Regina Loukotová, Ph.D., Ing. arch. Juraj Calaj Mgr. David Kašpar – director of the Prague 14 cultural organization
The jury decided on the winner in early April 2014.
“Hloubětín is an old village in the best sense of the word; it is a community of people who feel culture and social life as part of where they want to live and how they want to communicate with each other. However, we currently have no facilities for this. About five years ago, a community center was proposed for the site for which this competition was announced. That project was not visually completely poor, but in any case, it was oversized. For this reason, we decided to redesign the project – first, we mapped the needs of people in Old Hloubětín. I believe that the district should build infrastructure but not operate it. The content must be created by people for people; that is a condition for me regarding this facility. We want something to be created there that truly belongs, something that people feel and are happy to visit.”

“The intention to build a cultural facility here in Hloubětín was already on paper when I arrived, but it did not correspond at all to current needs. We conducted research into the real needs of people in this locality. We inquired at schools, non-profit organizations, and civic associations; we mapped communities and interest groups – what local people enjoy and where they gather. Based on this work, we created a model of a potential community facility. Community here means local and civic – not a culture house for traveling theaters, but a space for activating people in this locality.”

“The number of proposals that participated in the competition was a pleasant surprise for me. At the same time, given the brief, which allowed for various interpretations, different solutions and approaches came together, often very conceptually different. It is important to realize that although the building is not extensive, designing it was certainly not an easy task – the brief was complicated by the plot and operations, the proximity of a local monument, and the very typology, which is not at all clear. Typologically, it is a new entity – relatively small operations demanding connection with each other and the surroundings, with an important link to the public space. Although the jury agreed on a winner, we also felt that the winning proposal did not provide a clear solution. On the other hand, thanks to this, the competition contributed to the discussion about the development of these buildings, which is needed not only in Hloubětín but also in other municipalities.”

At its evaluation meeting on April 4 and 5, 2014, the jury awarded the following prizes:

3rd prize was awarded to the proposal with entry number 54 author team – Prague / Czech Republic Petr Synovec, Martin Josek, Jakub Sládeček, Eduard Sojka
