The jury evaluated six competition proposals submitted anonymously on time, with regard to the criteria established in the competition conditions: the comprehensive urban and architectural quality of the proposed solution; optimal fulfillment of the client's requirements; economic adequacy of the solution and its feasibility; sustainability and energy and operational efficiency. The jury acknowledges that when designing the new center of Jesenice, it was necessary to address a number of aspects – starting with respecting the requirements of the city and private owners regarding usable spaces and built volume, the possibility of phasing construction, or searching for the character and identity of a place standing between the countryside and the metropolis – within the specific functioning of the metropolitan area. The competition brought an interesting spectrum of diverse approaches that the jury could seriously consider, and in this regard, it met the expectations of both the jury and the client. Each of the proposals met the essential points of the client's construction program. The jury sought a designer of project documentation who would search for a path to a quality urban design of a significant urban space, including a new square shaped by the surrounding buildings. The winning proposal best defined the spatial solution for the new center of Jesenice and proposed an attractive, timeless, and functional space, while respectfully addressing the specific requirements of the area. However, the competition proposal is only a partial study and cannot be fully elaborated in all details at this stage of project documentation processing. In the subsequent phases of study refinement and project processing, clarifications of the assignment from the client (e.g., with respect to negotiations with private landowners, etc.) may occur, leading to minor changes in the solution for the new center of Jesenice compared to the existing competition proposal. The jury also pointed out that with regard to the increase in construction costs and inflation, the anticipated construction costs for the implementation of public space set in the competition conditions at 60 million CZK (excluding VAT and infrastructure) may increase.

Jan Novotný – visualization Proposal annotation: The intersection of the historical road to Vyšehrad and the road to Říčany gave rise to a village square, which is transformed into Poštovní náměstí. From it, a system of streets and other squares spreads – Jesenického, which is representative, and Obilného, which serves as a commercial center of the new transformation quarter. The gravitational point of the center is the Kulturní Poštovna – a connection of history and present into a social center with a gallery and a café. Thus, a vibrant and lively center dedicated to people is created. Evaluation: The overall urban concept of the proposal draws from the title "Trinity of Squares," while very sensitively respecting the existing foundation, which it precisely corrects and supplements according to current needs. By creating Poštovního náměstí at the historical post office, Jesenického náměstí with an ash tree at the town hall, and Obilného náměstí at the junction of new streets, an impression of an almost organically grown center is formed – also thanks to respect for historical parceling. The transport solution is proposed conservatively; however, it conceptually allows for the development of the area. The proposal's clear benefit is the diverse, thoughtfully shaped public spaces. The overall phasing is cultivated, meaningful, and detailed, supporting the overall feasibility of the proposed solution. The proposal has a clearly declared ambition for sustainable green architecture based on the principles of blue-green infrastructure, emphasizing the dual identity of the town and former village, which is appropriately expressed in the public space. The connection to the landscape is considered in a broader context through the Jesenický stream as an important green backbone of the city. The proposal is presented consistently, at the level of graphic design and textual report. It stands out as the most refined, layered, and complex proposal. In addition to the quality of the urban concept and strategy, as well as the architectural detail of the public space, it promises high competence, expertise, and intellectual ability from the authors, including their role as mediators on the long path of implementing the concept. Jury's recommendation: Optimize the traffic solution for the intersection of Budějovická – Říčanská – Ve Dvoře.

Tomáš Medek Proposal annotation: Jesenice is a young, ambitious town with a desire to develop its potential and quality of life within it and its surroundings. It wants to be an initiator of change, an exemplary example of transforming the original rural settlement into a fully-fledged city. Evaluation: The jury positively evaluated the conceptual-mass solution, although with a slightly depersonalized expression. A new square is being created with a "block" of an information center in the former post office and a new town hall in a dignified position. By incorporating the courtyard of the former relay station, the proposal gains a larger public space missing in the city center. The concept seems feasible. The jury criticizes the author's lack of landscape solutions; the proposal presents public spaces as paved stone open areas and does not address or resolve the poor accessibility of recreational and informal areas. The overly massive parking garage with questionable entrance placements also seems inappropriate. Problems also arise with left turns for the most congested traffic flows and intersections without turning lanes, as well as the absence of specifications for bike paths. The phasing is not presented clearly.

Barbora Bělunková, Ing. arch. Nina Vlček Ličková, Ing. arch. MSc. Kristina Richter Adamson Proposal annotation: We want to create a modern urban vision for a young self-confident city. The main goals are to calm and divert traffic from the center and create a new square with a system of adjacent streets featuring a pedestrian zone and active ground floor. This is complemented by rows of trees and infiltration green strips that create a welcoming atmosphere for the peaceful new modern center of Jesenice. The urban character of the buildings supplemented by important institutions completes the square. The town hall rises into the square with its dominant corner. The building forms the largest block, which is further complemented by a polyclinic. The northern part of the square is formed by a smaller cluster of buildings, among which the newly reconstructed building of the old post office fits in. Evaluation: The proposal offers an ambitious and completely innovative approach to solving the center of Jesenice, as Budějovická street becomes a pedestrian zone, and traffic is completely diverted from the inner center to newly proposed communications called Ringstrasse. A disadvantage of the solution is the need for the clearing of the entire area, but an interesting location for a school emerges, providing space for a new investor, beyond the client's requirements. A public space with the smallest square of all proposals arises, which the authors compensate for by designing all streets as stay zones. The authors propose a space completely free of cars, which is a huge benefit in Jesenice, which suffers from individual car traffic. However, disadvantages include difficult phasing, high financial demands, and not entirely straightforward and in some cases nearly impassable legal arrangements. There is a lack of consideration for the accessibility of recreational areas, green infrastructure areas, and connections to the landscape. The jury appreciates the courage to propose a completely different solution for the center of Jesenice.

Tomáš Filgas Proposal annotation: Functional public space, community facilities, friendly greenery, and attractive meeting places for all age groups. These are the attributes of the new center of Jesenice, which we are developing in the area around Budějovická street. An attractive center will offer residents a range of leisure activities, new housing, and job opportunities. Evaluation: The traffic solution retains the route of Budějovická street as the main axis of the area, which it aims to calm and connects with other communication networks including Říčanská street. The public space solution brings inspiring ideas – for example, shared space in V Uličce street. The connection with Budějovická street means a division and degradation of the potential of the square space, whose zoning also seems fragmented and hesitant. Budějovická and Říčanská streets delineate the main space of the square with a market, but this was not convincingly consolidated. Furthermore, the square space would undoubtedly be negatively affected by surrounding traffic. The proposal creates a large interior block in the northern part of the area, preserving the existing complex of the city office and the historical building of the relay station, supplemented by additional buildings forming the surrounding development. An oval of a multifunctional hall strangely enters the interior block. The application of the northwest façade of the city office appears problematic here. South of Budějovická street, the proposal surrounds the communication layout with greenery and parking. Part of the buildings is inappropriately placed right to the edge of unresolved plots.

Magdaléna Myšková Kaščáková – authorized landscape architect Proposal annotation: The center of Jesenice emerges in the historical trace of a funnel-shaped village square that gently expands in the southern front of buildings. A compact row of houses with the town hall and tower at the head of the square creates a dignified urban space worthy of the settlement's size. Public spaces primarily modified for pedestrians invite people to stay and linger both on regular days and during festive events and markets. Evaluation: The proposal is conceived as a set of diverse public spaces of appropriate sizes, which the jury positively evaluates. The thoughtful phasing, including the clear description of property-related contexts, is also positively evaluated. It is a professionally prepared proposal at the level of processing corresponding to an urban study with a clearly declared ambition for sustainable green architecture built on the principles of blue-green infrastructure, emphasizing the description of a new identity for public space. The transport solution of the proposal involves changing the hierarchy within the intersection of two main collection roads, with Říčanská intended as the main thoroughfare and Budějovická connecting to it through a junction with missing turning lanes for left turns. The jury negatively evaluates the placement of the new route of Budějovická street across the defined main square. The square would most likely include a permanent line of cars. Additionally, the communication effectively defines unusable space in front of the new office building. The jury appreciates the authors' efforts to steer Jesenice away from its originally rural character; however, the proposal's arrangement and building volumes do not take into account existing development and emphasize extensive lively commercial ground floors akin to an urban character.

Jaroslav Grohe Proposal annotation: We propose to preserve the main urban value of the center of Jesenice – the historical trace with a triangular square around the relay station. The station building in the square, its composition, proportions, and orientation to the street axis will create a natural focal point for the proposal and help return the genium loci to the place. The perpendicular and narrow parceling south of Budějovická will remain preserved. A slight increase in the scale of the buildings will emphasize the importance of the municipality. Evaluation: The proposed urban solution is insensitive; the overall approach is very radical and presumes almost complete "clearing" of the addressed area from existing buildings and their replacement with building masses of completely different scale. Aside from preserving the former post office building, the proposal does not connect with any existing preserved elements in the area and its surroundings. The proposed compact mass monoblocks of new buildings contrast in scale with the surrounding development of the city center. This contrast in building scales is evident, for example, in the new town hall building in relation to the preserved building of the former post office – relay station. By incorporating the courtyard of the former relay station, the proposal gains a larger public space missing in the city center, which is urbanistically sound. The public square is designed to include the integration of Říčanská street into the square area in one expanse, which helps consolidate the square's area. However, this is placed at the intersection of the main streets Budějovická – Říčanská, which reduces its residential and user quality. The assigned construction program is inappropriately redistributed into large operational units, causing the proposal to lose the necessary flexibility.
