Bílovec - The town of Bílovec in the Novojičín region plans to repair and modernize the cultural house. It wants to finance this with a loan of up to 150 million crowns. This was approved today by the councilors, stated Lenka Gulašiová on behalf of the Bílovec city hall, to ČTK.


"I greatly appreciate this groundbreaking decision by the council for Bílovec, especially since part of the opposition councilors also voted in favor. The cultural house, whose last major renovation took place about 50 years ago, not only deserves a fundamental modernization but truly needs it urgently," said Mayor Martin Holub (Bílovecké spolky).

The building was constructed in the 1930s. It originally served as a gymnasium and was later converted into a cultural house. Subsequently, restaurants, offices, and a wine cellar were added.

In addition to a major renovation 50 years ago, the floors in the small and large halls were changed 20 years ago, and the windows were replaced ten years ago. According to the city hall, a comprehensive renovation of the water, sewage, and electricity systems is necessary, including the replacement and addition of energy-saving lighting. The air conditioning requires modernization, and a revision of the central heating and repair of the systems are essential.

"Today, the interior is in a state of emergency; we can only wait to see what fails first. The sewage or the electricity?" the mayor stated earlier.

Both the interior and exterior of the cultural house should be modified. Last year, the city commissioned an architectural study. The proposal from the opus architects studio not only includes changes to the interior layout and the creation of a multifunctional space for various events but also the surrounding area of the cultural house, where new parking areas and a relaxation zone will be established.

"Based on the decision of the council, an analysis of the state of the building will now be conducted, and a proposal for energy-saving measures and cost reduction will be developed. Afterwards, the city will begin negotiations with banks for a framework loan of up to 150 million crowns," Gulašiová stated.

A selection process will follow in the Design & Build system. "This is a method of delivering construction projects, where the responsibility for preparing the project's documentation, and thus for the overall quality of execution, is transferred to the contractor," she added.
