Prague - Prague 5 will enter into agreements with three development companies, which will promise to invest in favor of the district in connection with the planned constructions. The city hall will approach the projects favorably in return. The agreements were approved today by the representatives of Prague 5. Some time ago, the city hall approved rules for entering into similar memoranda, which are voluntary on the part of the investors and cannot be enforced by the city hall. They will only be valid if the constructions take place.


The three agreements approved today involve, for example, the construction of a kindergarten, a financial contribution to the city hall of 41 million, or the transfer of land to the city district. The agreements will be concluded with the companies Penta, Sebre, and Landia Management.

The memorandum with Penta concerns the Waltrovka project, where the developer plans to continue the construction of residential buildings. The company has already built a park, which it intends to hand over to the city district by the end of 2019. It will also promise to build a kindergarten for 40 million crowns, which will be loaned to the city hall for 15 years. After that, the city district will buy it back at the same price adjusted for inflation.

Penta also agreed to provide the city hall with land for the construction of an elementary school in exchange for another city plot. In addition, the investor will pay the city hall a contribution of 500 crowns for each square meter of floor area that represents the difference between what the existing zoning plan allows and the increased construction capacity that the company applied for to the city council.

The second agreement pertains to the plan for the construction of residential and commercial buildings on the Smíchov side of the Vltava River at Strakonická Street at the northern tip of Císařská louka. The investor, the company Sebre, has promised to donate 41 million crowns to the city's infrastructure development fund. Part of the agreement also includes adjustments to public spaces, planting greenery, and the construction of a bike path and riverside promenade. The investor is to allocate an additional 30 million for this project. The construction of a previously missing footbridge to Císařská louka is not covered by the memorandum, according to Mayor Pavel Richter (TOP 09), because the company does not control the necessary land.

The project named Šemíkův břeh was criticized by representatives of local associations during the representatives' meeting, who argued that the area with the sports field should not be developed, and the city district should not agree to the project through the memorandum. Currently, the proposal is in a phase where the investor has requested a change in the zoning plan that would allow construction. This process will take at least two years.

The third approved agreement concerns the construction of apartment buildings on Štěpařská Street in Barrandov. The company Landia Management agrees to the free transfer of a portion of land measuring 5000 square meters to Prague 5, which will subsequently build a school or another public building on it.
