Brno - The Ministry of the Interior, as a supervisory body over the activities of municipalities, has reservations regarding Brno's publication of the draft urban plan during a state of emergency and quarantine, when people are prohibited from leaving their homes except for necessary needs. It has therefore requested Mayor Markéta Vaňková (ODS) to reconsider the announced public discussion of the proposal and related actions and to inform the ministry of a new procedure. This follows the response received from the Ministry of the Interior by Petr Firbas, who represents part of the active public in discussing various urban planning documents in South Moravia, which was provided to ČTK. The response from the mayor is being investigated by ČTK.
Brno published the proposal on Tuesday and announced that a public discussion will take place on May 6, and comments can be submitted until May 13. The state of emergency is currently in effect until April 11, and Prime Minister Andrej Babiš (ANO) and Head of the Central Crisis Staff Roman Prymula are already discussing its extension. "The Ministry of the Interior will monitor the statutory city's actions in this matter and, if necessary, will submit a suggestion for its resolution to the relevant public administration authorities," the ministry stated in its response to Firbas.
Firbas is particularly displeased that the city stated that, alongside the internet, it is possible to familiarize oneself with the proposal at the office, where there are also employees who can provide explanations about it. However, this is excluded during the ban on unnecessary travel outside the home, making it quite impossible to get acquainted with the proposal at the office.
Brno has its current plan from 1994, and a new one must be issued no later than the end of 2022. The old plan no longer meets the current needs of the city's development. Due to the current government measures, Brno has also canceled the April presentations of the proposal in city districts. However, the Director of the Office of the Architect of the City of Brno, Michal Sedláček, stated that the city wants to find alternative dates and present the proposal to citizens. However, it is unclear if this can be achieved before the deadline for submitting comments on the proposal.
