A vast urban and landscape vision of flood protection measures, which has become one of the foundations for the upcoming architectural and urban competition, is now on display at the Lower Square in Olomouc. Students from the Mléčka-Novotná studio at the Faculty of Architecture of VUT in Brno are transforming utilitarian flood barriers into a new urban park, square, riverside beach, and water amphitheater. The exhibition will last until April 11, 2023.

More than a quarter of a century has passed since the devastating floods that have indelibly reshaped the city. The Statutory City of Olomouc plans to announce an international architectural competition for the design of the third phase of flood protection measures. Modifications to the Morava River in the northwest part of Olomouc have become a challenge for students at the Brno Faculty of Architecture, who have been studying this area based on contractual surveys. The resulting student project and analyses of the site formed the basis for a public debate about the assignment of the upcoming competition on March 15.

The public meeting was moderated by one of the organizers of the upcoming competition from the CCEA MOBA studio, renowned expert Igor Kovačević. Participants in the discussion debated the need to support cycling transport, there was also a question about a new footbridge for pedestrians at Hradisko, and the establishment of the so-called northern connection. During the participatory meeting, participants recorded their thoughts on prepared map materials, from which the organizers of the competition will draw further. The assignment of the competition will thus be processed based on the real needs of the residents. “The implementation of flood protection measures and accompanying landscape modifications is always a long-term endeavor. Even the growth of a single tree, of which there are thousands in the area, is not a matter of months, but rather decades. It is therefore essential to include the youngest generation in the preparation process, as their opinions and attitudes provide a strong source of inspiration and an essential critical mirror to contemporary urban planning,” explains one of the project leaders, architect Jan Mléčka.

The group of nine young architects approached today's fragmented area comprehensively, making the river accessible to the city's inhabitants and creating an interconnected whole that invites sports, recreation, and entertainment. The spatial solutions in the southern part refer to the Baroque conception of the area of the Klášterní hradisko. Extending the lines of sight creates a new residential complex at the site of the existing Žižkov Barracks with the dominant Moravian square. Residents of Lazce will receive a riverside beach with refreshments, an educational and meditation riverside park, and ample spaces not only for children and youth. The Černovír square is closed off by an intimate scene of a multifunctional riverside amphitheater. On the Hejčínske meadows up to Chomoutov, an extensive composed natural-agricultural landscape is being created, which illustrates the transformation of the landscape from industrial agriculture to the current effort for sustainability, up to the future of agricultural production in connection with potential research from Palacky University.

The Morava River has provided protection to Olomouc for centuries, giving the surrounding fields and landscape fertility, and has unmistakably influenced the overall shape of the city. The aggressive reduction of the natural riverbed at the turn of the 19th and 20th centuries became rather a canal, flowing unnoticed through urban development. The goal of the student proposal is to return the river to the city and show that flood protection measures need not be just another utilitarian barrier, but a tremendous potential for the quality of public space in individual urban areas and Olomouc as a whole.,” concludes one of the project leaders, architect Jan Mléčka.

The exhibition of the project Touches of Morava will be on display in Olomouc's Lower Square until April 11, 2023.
