At the festival, 343 projects from 58 countries around the world were evaluated. In strong competition, three buildings authored by Robert Konieczny (KWK Promes) made it to the shortlist, whose work was exhibited in the Czech premiere by the Architecture Cabinet in Ostrava at the turn of 2009 and 2010 in the Ostrava House of Art.

The winner was determined by an international jury, whose members included Kai-Uwe Bergmann (BIG), Louisa Hutton (Sauerbruch Hutton), David Chipperfield, Ole Scheeren, and David Basulto, co-founder and editor-in-chief of the global portal ArchDaily. The jury, chaired by Sir David Chipperfield, provided the following explanation for the award: "This project enriches the city and life within it. At the same time, the building is a record of three chapters in the city's history: before World War II, the period of war destruction, and post-war development, resulting in a striking empty space in the middle of the city." "In the case of this museum, it represents a certain interpretation of the local topography. When you enter underground, you can familiarize yourself with the pages of the city's history and archaeology, while above ground you have access to the public face of the building, namely its undulating roof, and all these aspects can also be understood and interpreted in many different ways." "It is a project that looks optimistically at the past and utilizes poetic and imaginative ways to do so."
