Prague – The company SNEO, whose sole shareholder is Prague 6, filed a criminal complaint in September regarding the sale of municipal land on Na Dračkách street. In November, the company also filed a civil lawsuit against former members of the board of directors who served in 2018. This was announced at today's session of the Prague 6 council by the councilor of Prague 6 and chairman of the board of the service company SNEO, Zdeněk Hořánek (STAN).
The municipal company SNEO sold the land in 2018 to DRA development, part of the Penta group. The land included a residential development project that the municipality had previously planned to implement. The originally agreed price of 436 million crowns was subsequently reduced to 402 million crowns due to restitution claims. The criminal complaint due to the granted discount of 34 million crowns during the land sale was already filed in 2019 by the Pirates of Prague 6. In January 2020, the police shelved the investigation.
According to Hořánek, SNEO filed the criminal complaint on September 24 of this year. However, the police have shelved the investigation of the suspected crime on the grounds that they had previously investigated it based on the criminal complaint filed by the Pirates and shelved the case last January. In November, SNEO, according to its chairman, filed a civil lawsuit against the then members of the board. The reason, according to Hořánek, is that during the sale of the land on Na Dračkách, the then management of the company did not act with due diligence. Hořánek described the filing of the civil lawsuit, considering the "uncertain outcome of the criminal proceedings", as "the only way to prevent the statute of limitations on the claim for damages." The damage to the company was, according to the resolution of the company's general meeting, that is, the Prague 6 council, caused by the sale of the Dračky complex for 402 million crowns.
The site where the land is located and where the new owner wants to build apartment buildings is a former brownfield on the border between Ořechovka and Veleslavín. Before the elections in 2014, the municipality announced a contract for 1.1 billion for the construction of apartments. It subsequently canceled it, stating that the next political representation would decide on further steps, which, referring to an analysis by the consulting company Deloitte, decided on the sale. The opposition criticized the procedure, stating that the municipality had prepared a project with a building permit, and the apartments could be provided to young families or representatives of needed professions.
The service company SNEO, in which the municipality of Prague 6 is the sole shareholder, primarily deals with the management and maintenance of real estate.
