Hanušovice – The planned construction of 119 cooperative apartments in Hanušovice in the Šumperk region will cost half a billion crowns, prepared by the local municipal office. The construction of the first phase of the project, which consists of 34 apartments, is set to begin this autumn. The town with 3500 inhabitants hopes that the project will stabilize the population in this mountainous part of the Olomouc region, which has long struggled with higher unemployment and the emigration of young people to other regions. The municipal office will purchase some of the apartments and become a member of the housing cooperative. The mayor of Hanušovice, Marek Kostka (Generation Y), told reporters today.
The apartment buildings will be located on land in the former area of the Moravolen company. According to Kostka, the housing cooperative has already been established and is accepting membership applications. In the first phase, people have so far reserved a third of the 34 offered apartments, the construction of which is estimated to cost around 130 million crowns. Prospective cooperative apartment buyers will pay 25 percent of the purchase price and the remainder in regular monthly installments spread over 25 years. The cooperative will take out a loan for the construction. "Once the cooperators have paid off their apartments, they will transfer to their ownership. And because the cooperative will apply for the loan as a whole, individual applicants for apartments will receive very favorable conditions, such as a fixed interest rate for the installments over 25 years or the possibility to pay only a quarter of the apartment's price in advance," said Kostka.
The price of cooperative apartments in low-energy houses ranges from three to five million crowns. "They will be quality and above-standard equipped apartments with a kitchen unit and appliances, as well as a furnished bathroom. People will be able to move into their new home practically with just a plastic bag," the mayor pointed out. In the future, the complex of apartment buildings is also expected to include a senior citizens' home, with construction assistance from the Olomouc Region.
The municipal office aims to stabilize the population of Hanušovice and attract young people to the mountainous region, such as doctors, teachers, and other professions that are important for the functioning of the town. "We will own part of the housing stock, we will become cooperators," the mayor noted. According to Kostka, some apartments will also be offered to local companies, which will be able to rent them to their workers, thereby enhancing their employee benefits. However, the cooperative's statutes prohibit individuals from renting the apartments to others. This measure aims to prevent speculation, for instance, from poverty traders.
According to Governor Josef Suchánek (STAN), the cooperative apartments project in Hanušovice is unique not only from the region's perspective but also from that of the Czech Republic. "Many smaller towns and municipalities are struggling with population outflow in specific areas. Hanušovice has found the recipe to not only stabilize the population but also increase it. And that is something that the Olomouc Region fully supports and that others can draw inspiration from as well," added the governor.
