Olomouc - The preparation for the construction of the new high-rise building Spiritualia near the center of Olomouc, which has sparked a passionate discussion among experts and the public, has unexpectedly complicated. The regional office canceled the zoning decision for Spiritualia on Monday, which was issued by the construction office of the magistrate two years ago last autumn. According to the governor's office, the project contradicts the new zoning plan. The zoning decision must therefore be addressed again. The ČTK today obtained this information from the regional office's bulletin board. The investor, who wants to start building this year, will appeal against the governor's verdict. The project of a 45-meter-high tower in the BEA complex was prepared by Tesco SW, a company owned by businessman Josef Tesařík. The construction office of the magistrate issued the zoning decision on September 26, 2014. Officials based their assessment of the project on an old zoning plan that had been in effect since 1998. However, the city council approved a new zoning plan for the city in mid-September 2014, which does not allow high buildings in this part of Olomouc. It came into effect on September 30, 2014. The legal representative of the apartment owners in the vicinity of the planned high-rise building appealed against the issuance of the zoning decision for Spiritualia about a month later. The regional office claims that it can no longer review the original zoning decision because a new zoning plan has already been in effect since the time of the appeal process. Therefore, the governor's office canceled the original zoning decision and returned it to the magistrate for new discussions. "At this point, the appellate authority must point out that the construction being placed is in contradiction with the current valid Zoning Plan of Olomouc," states the decision of the regional office. "Unfortunately, this is the result of poor neighborhood relations and it also highlights the smallness of the circumstances in Olomouc. We will appeal against the decision," said Tesco SW spokesman Tomáš Jelínek to ČTK today. "The development of the BEA center, which connects the academic world with the business world, is a contribution from a private company to the long-term prosperity of the city and the region. It is paradoxical that the construction of Spiritualia, whose mission is to create an environment in which future managers and entrepreneurs can engage in ethical and spiritual values that transcend the usual functioning of companies, is being criticized," he stated earlier. There are two new high-rise buildings in Olomouc. The regional center, built by entrepreneur Tesařík near the main train station, measures 71 meters, and the building of the Moravian University in the BEA complex stands at 74 meters. A 75-meter-high building, Šantovka Tower, was being prepared near the city center, which some experts oppose alongside heritage protectors. The new zoning plan, however, does not account for high-rise buildings in the center. The Šantovka investor has therefore sued the city, and the city hall must amend this document. The city has already prepared a building moratorium to gain time for adjusting the height regulations.
