According to Klimeš, the Trutnov Department of Construction issued a zoning decision in August for the construction of a large recreational house Bouda Jelení Potok in Jelení Louky.

"The KRNAP Administration and the leadership of Pec pod Sněžkou supported the controversial construction with their consent, additionally providing access to their land, contributing to the creation of conditions for an oversized new building," stated Klimeš.

According to him, the KRNAP Administration issued consent for the new house in Jelení Louky, which is located just a few meters from the most valuable zone and the quiet area of the national park with an entry prohibition. "The consent completely contradicts the KRNAP Administration's declared opposition to the destruction of the Krkonoš and the local community from this type of construction," remarked Klimeš.

So far, according to him, recreational apartment buildings have been constructed in the center of the resort in accordance with the zoning plan. "The consent was issued despite known facts such as the disproportionate volume of the building, contradiction with the zoning plan, or the narrow access road," stated Klimeš. He described the construction in Jelení Louky as a precedent for other similar constructions, for example in Obří Dole, with the same level of protection.

According to spokesperson Radek Drahný, the KRNAP Administration has utilized and exhausted its legal options regarding the matter. "It has been addressed at least since 2014, there has been a reduction in the mass of the building, changes in the architectural design, a significant limitation of capacity, and an order for the transfer of several individuals of particularly protected plant species that might be affected by the construction," said Drahný.

He noted that the building will be constructed on the ruins of the previous structure, so natural habitats protected within the Natura 2000 network will not be affected. "There are no hidden powers that the KRNAP Administration could still exercise. It is sad that a person who boasts of membership in the KRNAP Council does not even know the valid and binding legislation applicable to us," Drahný added.

According to the town council, the project complies with the zoning plan, respects nature and landscape protection, and the investor has the legal right to restore the historic structure if it meets all legal and technical requirements.

The new accommodation facility should include a maximum of 42 beds instead of the originally proposed 92, in ten accommodation units and 13 parking spaces, the city reported. According to the town, the floor plan solution has been reduced by 81 percent compared to the issued building permit decision from 2014.
