Prague - The new Minister of the Environment Tomáš Chalupa (ODS) described the situation in the program for subsidizing home insulation, Zelená úsporám, as serious. According to him, the management of the State Environmental Fund (SFŽP) has probably not managed the program properly from the very beginning. Chalupa will strive to ensure that approximately 19 billion crowns are distributed to grant applicants fairly and quickly. He stated this in a press release received by ČTK today.
    The Ministry of the Environment and the SFŽP are facing criticism from applicants for support, who are unhappy with the lengthy processing of applications. In order to satisfy all eligible grant applicants, the ministry is considering reducing the subsidy by several percentage points. It is currently negotiating with buyers of emission credits to slightly lower the average level of support, which ranges from 60 to 65 percent.
    "I have fundamental doubts about the management of the project by the leadership of the State Environmental Fund, right from its launch," stated Chalupa. According to him, auditors should provide answers to questions regarding the legal context of the program, its functioning, management responsibility, as well as administrative procedures and controls.
    "My goal is to find a solution so that the prepared financial resources amounting to approximately 19 billion crowns are provided to applicants who have met all conditions for application acceptance in a clear, comprehensible, and fair manner as quickly as possible," emphasized Chalupa. The processing of submitted applications is still ongoing, he added.
    About 75,000 applications have been submitted to the program so far, of which 37,000 applications have been approved. Last year, about two billion crowns were allocated from the program for home insulation, and the year before last, 3.3 million crowns.
    The Zelená úsporám program began in April two years ago and is intended to support energy savings and the use of renewable energy sources in residential buildings. It is financed from the sale of emission credits, from which the ministry has so far obtained 19.6 billion crowns.
