Ústí nad Orlicí - The competition for the design of the revitalization of the former textile factory Perla in Ústí nad Orlicí was won by MS plan Praha. Their study for the extensive area near the center included spaces for retail, services, and administration, a House of Children and Youth, a multifunctional hall, a parking garage, residential buildings, and public green spaces. The architectural firm estimated the costs at 411 million crowns, of which 246 million should be invested by the city and 165 million by private developers, said Mayor Petr Hájek (Association Oušťáci) to reporters today. "Although that amount seems staggering, it is actually more on the level of moderation. In some projects, figures corresponding to investments around one billion crowns appeared. Personally, I was not taken aback by that sum; the city should be able to manage an investment of about 500 million crowns in the coming years with the help of grants or the private sector,” stated Hájek. The city will now ask the winner of the competition to prepare the next stage of project documentation for zoning approval. The municipality anticipates that this could be processed this year, with projects for building permits being created next year, and Ústí could apply for grants, followed by the start of the redevelopment of the area in the subsequent year. From April 15, all proposals will be exhibited in the Cultural House. A similar architectural and urban competition has not yet taken place in Ústí. The city will spend 1.1 million crowns. The winner of the competition will receive 400,000 crowns, the second place will get 250,000 and the third 150,000 crowns. Additional funds will be used for rewards for contributions in the competition and to cover the organization of the competition. The jury selected from 22 proposals, with the winning design prevailing by a large margin. The Perla 01 area covers almost 32,000 square meters, of which the built-up area represents over 27,000 square meters. The former textile factory was purchased by the city in 2010 for 30 million crowns. The factory went bankrupt the year before, having previously employed 400 workers. The municipality plans to sell part of the land and buildings to developers. As a symbol of industrial history, the factory chimney will remain standing in the area.
