Ostrava offers plots with a total area of 12,151 m², which are among the important development locations of Ostrava and are situated in the most populated city district of Ostrava-Jih between Středoškolská and U Studia streets. The decision to sell them was made at the March meeting of the city council. Excellent transport accessibility and service facilities make them destined to become a sought-after location for housing. The deadline for submitting offers is set for July 29, 2022, at 12 noon.
Under the guidance of the Urban Planning and Architecture Studio (MAPPA) and in close cooperation with the city district, a urban planning study has been developed for the designated area. It comprehensively addresses the entire location. In detail, it describes the expected development of the location and its aim is to prepare the area for future residential construction. It examines the needs, limits, and connections of the area being addressed and its wider surroundings, defines entrances and access points, and delineates buildable areas. Inputs from public meetings were also used in the preparation. The result is a proposal for Regulatory Conditions for future construction, which are binding and define the minimum required standard. According to the study, up to 217 apartments can be created in the area. The intention accounts for a comprehensive approach to the location, including the necessary surrounding infrastructure and for the first time also includes a condition for allocating part of the newly created housing stock for affordable rental housing, with the aim of getting a certain percentage of apartments on the market below the average rent value and thus slightly correcting any steep increase in it.
Every interested party is required to include a description of the intended use of the plots in their offer, including the specification of the purpose of the building, the benefits for the development of the area, and suitability in terms of urban, architectural, transportation, or functional solutions. The offer must contain an overall timeline for construction, including any potential phasing, as well as the material solution for public space and the anticipated closer definition of the housing stock for affordable housing. Last but not least, a price offer must not be missing.
Potential applicants should strive to ensure urban quality and functionality of the proposal while considering the existing surrounding construction. At the same time, the investor, based on an agreement with the city, should provide at least 10% of the total constructed housing stock to secure affordable rental housing. The amount of affordable rent should then be agreed upon at a maximum level of 75% of the usual rent at the time the rental agreement is signed.

The plots for sale are located in Ostrava-Zábřeh in an area that is among the important development locations of Ostrava. It is a grassy and undeveloped area on the outskirts of a housing estate mainly consisting of panel houses. Within walking distance are found tram and bus stops or major sports venues in Ostrava – the city stadium and the covered sports hall Ostravar Arena.
