Frýdek-Místek - The dilapidated non-functional Cinema Petra Bezruče in Frýdek-Místek is to be replaced by a parking garage. The city has been struggling with a shortage of parking spaces for a long time, and the parking garage is intended to help the overcrowded Riviéra housing estate. CTK was informed by the city hall spokesperson Jana Musálková Jeckelová. The building is in poor technical condition, and the city plans to transform the area in phases. First, the non-functional cinema will be demolished, and a parking lot with 52 spaces will be created on its footprint. The demolition of the cinema and the construction of the parking garage are estimated to cost 244 million without VAT.
"Given the technical condition of the building, the presence of vertical cracks, and cracks in the ceiling slab, the existing above-ground part of the building will be removed, and a new area for vehicle parking will be created at this location," said the deputy mayor Jiří Kajzar (Naše Město F-M).
Currently, a parking lot with a capacity of 70 spaces already adjoins the cinema building. "In the area of the Riviéra housing estate, a deficit of 362 parking spaces was defined as of 2019. Since then, the deficit has grown significantly. The existing parking lot next to the cinema will be preserved in the first phase of the transformation. After the cinema is demolished, there will be two areas available for parking, totaling 132 spaces," the spokesperson said.
In the second phase, a parking garage will be built on both parking lot areas. The city has completed an architectural study for a three-story parking garage in the Riviéra housing estate, which would offer 332 parking spaces, 27 bicycle spaces, and additional facilities for civic amenities.
"The city hall also conducted a public survey mapping interest in using the parking garage. 549 citizens filled out online questionnaires. Over 90 percent of respondents live in apartment buildings in the Frýdek-Místek area, meaning they are real users who deal with parking issues on a daily basis. The vast majority of respondents, over 80 percent, would consider using the services of the parking garage, while 75 percent of those surveyed would be willing to pay for the service,” said the spokesperson. However, critical voices regarding the city's plan have also appeared on social media.
The city wants to have the area in front of the parking garage landscaped for relaxation. Features could include benches, fitness elements, or facilities for children.
