New digitalization of the building administration will develop in the years 2027 and 2029

Prague - A new building regulation digitization system will be developed and tested between 2027 and 2029. In 2030, its full operation is expected to be launched, running concurrently with older systems. The newly named Central Agenda Information System is expected to function fully in 2031. In an interview with ČTK, the Minister for Regional Development Zuzana Mrázová (ANO) stated this. The previous government anticipated functional digitization of building regulations in 2028.


Currently, preliminary market consultations are taking place regarding the appearance of the new system. However, Mrázová did not specify when a contract for the creation of the agenda system will be announced. "In 2030, the full operation should be launched, along with concurrent functioning with older systems due to data migration, as this will also be a long-term process. So, a full process without data migration should start in 2031," Mrázová stated.

According to the minister, the current government of ANO, SPD, and Motorists will have time to prepare the digitization of building regulations and initiate its pilot testing during its mandate. This should operate in at least three regions for a minimum duration of several months. Currently, several sections and departments at the Ministry for Regional Development (MMR) are working on the preparation of digitization.

Before digitization, it is essential, according to the minister, to first implement the amendment to the building law, which introduces, for example, a central building administration. This is expected to begin functioning in 2028. "The reform of building law is a long-term project, and we must approach it this way. We cannot rush it for election periods, but we must prepare it to be as high quality as possible. And lessons from the past tell us not to try to be unnecessarily fast, but to be maximally quality and efficient," added Mrázová.

Since its launch in July 2024, digitization of building regulations has posed problems for builders and officials. Due to these issues, then Prime Minister Petr Fiala (ODS) dismissed Minister for Regional Development Ivan Bartoš (Pirates), resulting in his party's exit from the government. The Together and STAN coalition subsequently decided not to continue with the further development of the system and planned to announce a new contract. The new building regulation systems were expected to be functional and tested by the former government by 2028.

According to an audit commissioned by MMR after Bartoš's departure, the building regulation digitization systems did not adequately meet users' needs post-launch, and builders and officials were unable to properly test them. No necessary documentation was prepared for any of them, and the entire project was not managed properly enough.

Currently, a transitional period is in effect, during which building authorities can use both the original and digital systems simultaneously, known as a technological bypass. This was to function until the digitization implementation in 2028, but the current government, according to Mrázová, anticipates that the authorities will function in the transitional period for at least two more years.
