MMR announced contracts for suppliers of systems for the digitization of building regulations

Prague – The Ministry of Regional Development (MMR) announced three public contracts for suppliers of information systems for building management. Specifically, this concerns the Builder’s Portal, the Information System for the Record of Electronic Documentation, and the Information System for the Record of Construction Procedures. The costs for digitalization are expected to reach approximately 2.7 billion crowns, which will be covered by European grants. The ministry communicated this in a report to ČTK today.
"The digitalization of building management has a rather ambitious schedule, so everyone is working hard to ensure that the entire digitalization project can start functioning fully by mid-2023. We want to contract quality suppliers who will help us drive a true technological revolution in building management," stated the MMR.
The entire project aims to enable not only electronic submission of applications to the building authority, including project documentation, but also the digitalization of all permitting and commenting processes, as well as the modernization of building authorities. The costs for digitalization will be covered by funds from European funds, specifically from the Integrated Regional Operational Program and the National Recovery Plan.
Digitalization is one of the most important points of the new building law, which was approved by the Chamber of Deputies in July when it overruled the Senate veto. The government hopes for significant acceleration and simplification of the building process. The law is expected to be gradually implemented by mid-2023. According to the latest data from the World Bank, the Czech Republic ranks 157th in the world in terms of the simplicity of building processes.
However, the regulation has faced a number of critics since the beginning of its discussion. The coalition Spolu (ODS, KDU-ČSL, and TOP 09) won the October elections, and together with the coalition of Pirates and Mayors, they will have a majority of 108 mandates in the Chamber of Deputies. Both coalitions had already indicated before the elections that if they govern after the October elections, they will change the building law.
