Brno – The construction of the social-health complex on Červený kopec in Brno can begin after the selection of the contractor is completed, without securing any potential grants. Brno city councilors approved an amendment to the contractual conditions of the tender today. The deadline for submitting offers has also been postponed from the end of July to mid-September. This was communicated by the spokesperson of the magistrate, Filip Poňuchálek. The selection process for the contractor has been ongoing for more than a year.


The complex, costing more than 820 million crowns, has been planned by the city for several years. The project includes the construction of three pavilions connected by an entrance hall. It will serve seniors requiring nursing care, people in aftercare following hospitalization, or individuals with specific social needs. The capacity for long-term ill patients is 150 places.

"The original assumption of the contracting authority that the construction would be financed from sources other than the own funds of the statutory city of Brno and that it would start only after securing partial coverage from grant sources is canceled with the presented amendment of the contractual conditions. It is replaced by starting the construction after the selection of the contractor for the building works and financing from the own sources of the statutory city of Brno," said Poňuchálek.

According to the spokesperson, this does not mean that the city no longer wants to apply for grants. "We will continue to monitor the grant titles at the relevant ministries, which include the Ministry of Labor and Social Affairs and the Ministry of Health, and explore the possibilities," he said.

Originally, the city believed that construction could start as early as last autumn. The tender process began last June. However, the deadline for interested parties in the contract has been postponed several times. Initially, due to the adjustment of the tender documentation conditions, which consisted of easing the requirements for the professional qualification of the construction manager and his deputy, and then several times due to the number of inquiries from applicants.

The center on Červený kopec is among the strategic projects that prepare Brno for an aging population. The city expects significant demographic pressure in the next ten years, which will only start to decline slightly after 2050. The number of people over 80 years old and those suffering from dementia and other serious diseases will increase. The pressure on the social system will be rapid, especially considering that social services have long been at the edge of their capacities and are maintaining lists of unsatisfied applicants.
