Parking house behind the cathedral in Ostrava - competition results

Narrow one-phase project architectural competition

The subject of the competition was the design of an architectural solution for a new parking garage on plots number 461/1, 461/2, and 462/1 in the cadastral area of Moravská Ostrava, municipality of Ostrava. The design needed to be addressed holistically within the framework of the defined area according to the competition documentation. The competition assignment was based on the current situation of the historical center of the city, and therefore, the new parking garage had to be considered in its context as part of all the systemic layers of the city. From a spatial perspective, it was required that the parking garage be traditionally integrated as part of the urban block structure with regard to the adjacent significant buildings. The competition assignment also included considerations on the operation of the parking garage and its functional content, including potential future changes.

Jury Evaluation: The jury appreciates the urbanity of the building in all aspects – it reflects the historical footprint of the original school, ingeniously integrating steel (future demountable ramps) into its courtyard, while the remaining skeleton will be transformable into apartments. The choice of a corresponding structural height of the typical floor allows for a higher capacity of parking spaces by approximately 100 above the requirements of the assignment. Despite having the largest building volume among all the designs, the mass has been successfully directed and responds well to the context.

Jury Evaluation: The jury was very impressed by the staircase motif which expands public space and the overall expression of the house. The facade depiction of the original school was primarily rated positively. The design dealt excellently with the assignment, but the reason for the 2nd place award is its convertibility aimed at use by offices and a significantly lower capacity of parking spaces compared to the winning design. The jury also perceives the risk of possible changes to the appearance of the staircase in later stages of project documentation due to safety considerations (roofing, placement of protective netting). They also perceive the possibility of not recognizing the outdoor staircase as fire safety compliant, which would necessitate the removal of some parking spaces and replace them with a second internal staircase within the building.
