Brno - The authors of the Brno zoning plan received a fine and a three-year ban on competing for public procurement from the Czech Chamber of Architects. They allegedly violated the professional and ethical code of the Chamber by conducting a zoning study for the construction of the Aupark shopping center in Brno while simultaneously working on the city's zoning plan. According to the Chamber, this is a conflict of interest. This was reported today by the Brno Daily. The Chamber's disciplinary court imposed the penalty on Jaroslav Dokoupil and Radoslav Kobza from Archdesign. The architects had previously received a fine of a hundred thousand.
     The ruling of the Chamber's disciplinary court is not yet final; both architects have appealed. A three-year ban on participation in public procurement tender processes would represent a significant loss for both. "We believe that our arguments are strong enough and that the Chamber's board will overturn the ruling. Until a decision is made, however, we will not comment on the case," said Dokoupil to the Daily.
     The possible conflict of interest was first pointed out by the Brnění association. In addition to creating the zoning plan, Archdesign is associated with many significant buildings in Brno. The company designed the M-palace, Pavilion V at the Brno exhibition center, and the CEITEC scientific center. Archdesign is also responsible for the design of the controversial garages under the Zelný trh market and a new parking lot and entrance to the Brno zoo, against which the residents of Kníničky are protesting. Radoslav Kobza is the CEO and Jaroslav Dokoupil is the chief architect. The Aupark shopping center, with 236 stores, is set to be built in Brno in three years. Complications with the zoning plan, however, may delay the project.
