Brno - Four companies have applied for the competition to create the principles of spatial development for the South Moravian Region, and the expert commission is expected to select a winner by the end of the year. Following the annulment of the previous principles by the administrative court, the region currently has none, and no significant regional buildings can be constructed. The selected company will spend the entire next year forming the principles based on materials provided by the region. The principles are expected to be discussed, approved, and valid by the end of 2015, said Antonín Tesařík (KDU-ČSL), the councilor responsible for spatial planning, to ČTK. The contract for the development will cost 5.5 million crowns. "The following year will be absolutely crucial for the creation of the principles," Tesařík pointed out. The region has so far prepared about 270 documents which the creators of the principles will receive as materials. This year, three studies were commissioned, one for the bypass of Strážnice and Petrova, another for finding a route for road R43 near the municipalities in the Svitavy region, and verifying changes to the route near Brankovice and Kožušice. The South Moravian Region had principles of spatial development since 2011, but they were annulled by the Supreme Administrative Court in the summer of 2012. According to the judgment, the region sufficiently assessed the impact of constructions on the environment and the health of residents. The office appealed to the Constitutional Court while simultaneously starting to create new principles. "The proceedings on the constitutional complaint are running parallel to our work. Even if the Constitutional Court issues a judgment in our favor, the work will not be in vain. The principles are not a static unchangeable document that is valid forever," Tesařík said. This year, according to him, marks the end of a two-year preparatory phase, and from next year, the principles will actually begin to take shape. The regional office has also incorporated materials from the mayors of the affected municipalities into the documents. The evaluation committee will now assess the proposals from individual companies for processing.
