Brno - The South Moravian Region has processed the principles of spatial development into a final form before the last discussion with the public. After that, it must address the comments and then proceed to issue the principles. The public can submit comments until June 15. The region expects to publish the document either in September or possibly in October, said Eva Hamrlová, head of the Department of Spatial Planning, at today's press conference. The region wants to fulfill its promise that it will be ready by the October elections.
South Moravia is the only region in the republic that does not yet have valid principles of spatial development. Those last issued were annulled by the court in 2012. Due to their non-existence, it is not possible to prepare or build key international transport routes, such as the highway to Vienna or the four-lane road from Brno to the north, as well as the bypass around Znojmo. However, some municipalities or associations are not satisfied with the current solutions either and have already indicated in advance that it is likely that they will challenge the spatial planning document again through litigation.
The first public discussion of the principles will take place in Brno on June 1 at the Scala cinema at 2:00 PM, with further discussions held in all district towns until June 8. People can find the draft document at www.zurka.cz.
The principles address, among other things, traffic routes, energy network management, protection of the landscape against floods or droughts. The biggest disputes with municipalities and engaged citizens occur over the routing of transit international roads and highways around Brno. However, the principles will not resolve the key road R43 from Brno to the north.
The region is still preparing a task for a spatial study that will assess the effectiveness of transport solutions and their impacts on the environment in the Brno agglomeration. It is expected that the results of this study will be incorporated into the update of the principles in 2019 or 2020. Until then, it will not be possible to design road R43. Its routing is clear only from Černá Hora to the north. To the south, it can lead in several variants.
As early as May last year, Brno opposed this procedure, requesting a delay in issuing the principles and an immediate study. They claim that the region’s approach will further delay the construction of key communications.
In the current draft of the regional spatial plan, only one variant of the D52 highway routing, which is supposed to follow the path of the current road from Pohořelice to Mikulov, has been incorporated. The spatial reserve for the Malhostovice variant between Kuřim and Černá Hora has been removed from the R43 proposal, leaving only two variants.
