Brno - The regional office is likely to choose the developer of the new spatial development principles for the South Moravian Region after the summer holidays. A year after the principles were annulled by the Supreme Administrative Court, no constructions of supra-regional significance may still be erected in southern Moravia. The regional office filed a constitutional complaint against the decision, but at the same time is working on the assignment of new principles. Antonín Tesařík, the regional councilor responsible for spatial planning, told ČTK today. At the same time, the region is in talks with the mayors of the affected municipalities. Tesařík wants to present the new draft principles to the councilors and the public by the end of next year. "We are now moving towards selecting the developer of the spatial development principles. Last week, the Regional Council decided to publish a preliminary contract for selecting the developer," Tesařík said. Representatives of the region visited the affected municipalities in the past year and discussed the biggest problems of the spatial development principles with their leaders. Objections to the principles were raised by 52 municipalities, most often by those located near planned road routes and other large constructions. "We have agreed with some mayors to prepare studies that should clarify the individual variants," Tesařík noted. The assignment of new principles was approved by the regional assembly in February. The Supreme Administrative Court's ruling criticized, for example, the insufficient assessment of so-called cumulative impacts of constructions, that is, the impact on the environment. "We want to avoid that now, and we will reassess all variants," Tesařík pointed out. The South Moravian Region had spatial development principles since September 2011, which were annulled by the Supreme Administrative Court in the summer of 2012. The region is also collaborating with the city of Brno on the new principles, which is also working on its spatial planning. Now, due to the missing regional principles, city representatives had to pause some work. "A recent joint coordination of procedures and time synchronization was agreed between the region and the city of Brno," the councilor stated. Next year, Tesařík wants to discuss the plan with the public as well, so that he can present it to the councilors of the South Moravian Region by the end of 2014.
