According to the activists, however, he acted unlawfully and arbitrarily. The judiciary could not agree for a long time on who should actually deal with complaints against the certificates. A special senate composed of judges from the Supreme Administrative Court and the Supreme Court eventually decided that the certificates would first be reviewed by building authorities, after which any disputes could be resolved by administrative courts. It was precisely because of this groundbreaking opinion that the Municipal Court in Prague had to reject lawsuits against the certificate, which also nullified the preliminary measure. The certificate will now be reviewed by officials. Originally, it was supposed to be the staff of the building authority in Ivanovice, but according to Thomisová, the case was directly requested by the magistrate. The Bauhaus wholesale store has risen at the exit from Brno towards Svitavy and Hradec Králové. The opposition from activists against the construction lasted many years. Local residents feared noise, dust, and increased traffic. However, some welcomed the Bauhaus as a source of job opportunities. The project was repeatedly reviewed by authorities, courts, and the public defender of rights. For example, Ombudsman representative Jitka Seitlová stated in a statement in September this year that last year's delivery of goods to the then still unapproved store was against the law. According to Seitlová, the Ivanovice building authority was inactive, even though they had legal tools to resolve the situation.
