Luhačovice - The city of Luhačovice in the Zlín region is planning a construction moratorium in its historical core. The measure aims to temporarily protect architecturally valuable sites from uncontrolled development until a new zoning plan comes into effect. This was announced today by city hall spokesperson Hana Srncová. According to the plan, the moratorium will apply to the spa colonnade and Jurkovič Avenue towards the reservoir. The moratorium has been approved by the city council.
"It is important for us to balance the interests of investors with those of the city and its current residents. We want to protect the cultural heritage and the architecturally most valuable locations in the city. Once we damage the historical core, no one will restore it to its original form. On the other hand, we actively support construction in other parts of the city,” stated Mayor Marian Ležák (independent).
The construction moratorium primarily targets investors and developers for whom land in the historical core is attractive. "The common building agendas of the city’s residents will not be significantly affected by the measure. Renovations and partial repairs of buildings will still be possible, as will construction on projects in the affected area by builders who already have final permits," the spokesperson stated.
According to the city hall, the zoning plan of the spa town is outdated and does not include regulations to protect the historical core. The preparation of a new zoning plan, which will introduce more detailed rules for construction, including height and area limits, will take approximately three years. The construction moratorium is a bridging measure. "During the validity of the construction moratorium, we will work intensively on adopting a new zoning plan. We want to better define the possible uses of land for construction. All of this pertains to the historical center. On the contrary, we welcome construction in other locations and are happy to support investors," said Ležák.
