Prague – The Prague 4 City Hall will file an administrative lawsuit against the construction of a nineteen-story building at the corner of Budějovická and Vyskočilova streets. The reason for filing the lawsuit is that the city council permitted the construction despite the municipality's protests. Prague 4 has no other choice but to attempt to overturn this decision in court, stated city hall spokesperson Jiří Bigas today. The construction department of Prague 4 was ordered by the municipal building regulations department to issue a decision in November 2021. The city hall defended itself by stating that it was a procedural step to eliminate the inactivity of the building authority and that it did not assess the essence of the matter, such as the legitimacy of the construction. Prague 4 disagreed with this.


According to the fourth city district, the AC Budějovická building, planned by the developer Opal Real, is oversized, will worsen the quality of life, and impact the traffic situation. Residents had already previously submitted a petition against the construction of a building up to 72 meters high, and the city hall issued several dissenting statements.

"We repeatedly point out, primarily, that the developer's intent is in conflict with the zoning plan, exceeds the neighboring buildings, and violates lighting regulations. Additional concerns arise from the increase in automobile traffic in a traffic-overloaded area, and moreover, the diversion of traffic to adjacent streets will negatively affect the safety of pedestrians in the nearby area, where residential buildings and a kindergarten are located,” stated Deputy Mayor Patrik Opa (ODS).

The city council insists that the nineteen-story AC Budějovická building is not in accordance with the zoning plan, especially regarding its height, specifically concerning the limits of possible development in stabilized areas. This is confirmed by expert opinions commissioned by the city hall, as well as the decision of the municipal building regulations department from February 1, 2016. However, the city hall changed its resolution in November 2021. According to city hall representatives, this change was made without providing a reason.

The new AC Budějovická building is to have a regular, almost square floor plan with a slightly beveled corner parallel to Vyskočilova Street. It is to be up to 72 meters high with 19 above-ground and five underground floors and 70 parking spaces. The skyscraper is expected to offer up to 12,000 square meters of office space.

Five years ago, local residents opposed the construction, signing a petition with around two thousand signatures. According to the petitioners, the building will attract hundreds of cars to Krč, worsening the environment and increasing noise.
