Prague – The leadership of the capital is canceling the public contract for the reconstruction of the building of the former stock exchange in the Prague market in Holešovice. The reason is the published incorrect statement of measurements and technical parameters. The deadlines for submitting bids also turned out to be problematic. This is evident from a document approved today by Prague councilors. The city announced the contract this April. The stock exchange building is a cultural monument and is in a poor state. The owner of the market area is the capital city, which is gradually repairing it.
During the procurement process, the office received 23 inquiries for clarification of the procurement documentation. "Almost all were aimed at correcting the statement of measurements or clarifying the technical parameters of the project. An incorrect statement of measurements was published," the document states.
The mentioned errors caused that the designers had incorrect data in their calculations. Some items required within the project were not included in the statement of measurements. Due to the inquiries, the deadline for submitting bids had to be extended. This ultimately led to different deadlines being present in the public contract form and its electronic version. The procurement conditions thus became contradictory.
The stock exchange is in an emergency state and has been closed for a long time. The city had been preparing for the reconstruction for several years. The southern extension and the upper floors of the stock exchange are primarily in very poor technical condition. It also struggles with several static defects that threaten the stability of the structures and the safety of visitors to the area. Static defects are evident in areas of the original southern wall and wood-destroying fungi have been discovered in the wooden structures.
In the past, several reconstructions and modifications were carried out in the stock exchange building, but they did not contribute to the good condition of the facility.
The capital city is investing two to three billion crowns in the repair of the Prague market in Holešovice over the next 15 years. The area will serve cultural, commercial, and gastronomic functions. There will also be offices, a supermarket, and an observation tower will be created. Access will be expanded, new greenery will be planted, and rainwater will be collected in underground tanks.
The area of the original Prague slaughterhouse was established in 1895. It functioned as a slaughterhouse until the 1980s, when it began to be transformed into a market. The area has been declared a cultural monument.
