Brno - The Office for the Protection of Competition (ÚOHS) has definitively canceled the tender process for the second phase of the construction of the large city ring road in Brno. The decision was confirmed by the head of the office, Petr Rafaj; it is final, said the office spokesman, Martin Švanda, and the Brno director of the Roads and Motorways Directorate, David Fiala, today to ČTK. The decision of the antitrust office was reported by the website Zdopravy.cz.

"The head of the ÚOHS rejected the submitted appeal and confirmed the decision to cancel the tender process. The decision is final," Švanda told ČTK. The main reason for the cancellation of the tender process was that the Roads and Motorways Directorate (ŘSD), as the contracting authority, required not only a business license for performing construction but also additional permissions for testing electrical equipment. According to the antitrust office, this requirement was excessive.

The second phase of the ring road construction was supposed to start this year. According to Fiala, the ŘSD now has to decide whether to turn to the court or to reissue the tender. Already after the first instance's decision, the ŘSD suspended the activities of the evaluation committee. To avoid wasting time while waiting for the final verdict, the road workers removed tree-felling work from the tender and commissioned an archaeological survey.

Completion of the construction was still expected by the end of 2023. The first phase from the intersection with Kníničská to the Kamenomlýnský Bridge should be finished by the end of this year. The second phase leads from there to Pisárky. Currently, vehicles travel here in one lane in each direction; there will be two lanes in both directions, and the tram line will be partially relocated into a tunnel.
