Ústí nad Labem - Ústí nad Labem approved the acquisition of a change to the zoning plan at the regional court in Střekov, where the developer plans to build a supermarket. If the authorities issue positive opinions on the proposal from the representatives, the construction of apartments will not be a condition. The representatives also agreed to remove the requirement for an area study. Opposition representative and architect Jan Hrouda (PRO! Ústí) told ČTK today that he has doubts about the approval of the material. However, assuming the change is realized and the requirement for the area study is removed, the developer is estimated to start construction in two to three years.


The proposal for the change to the zoning plan was presented on Monday at the end of the council meeting by the deputy mayor Věra Nechybová (independent) in the various agenda item. Among other things, she mentioned the planned repair of the Beneš Bridge connecting Střekov with the city center, which will significantly limit traffic. According to her, people would no longer have to commute to the store. The bridge repair is planned for the years 2025 to 2026. The deputy was also supported by councilor Pavel Tošovský (independent), who stated that it is a shame that Střekov has only one supermarket while other districts have several. Hrouda said that the approved material must be evaluated by the Office of Urban Planning. "It was a very non-standard procedure for approving the change, and it may turn out that it was not in accordance with the building law," the architect added.

The construction of the store was criticized by opposition representative Martin Krsek (PRO! Ústí). He stated that it would be beneficial for the locals, but "not at the cost of raping a lucrative area, which is one of the most valuable on the Střekov waterfront." He mentioned that a more suitable area for the construction of a supermarket could be near the Marián Bridge. "We have another area that would not require a combination with housing, and that is the area of the former football field by the Marián Bridge, where it is also possible to release this space for the construction of a store by changing the zoning plan," he added. The designated representative for spatial planning documentation, Eva Fialová (ANO), stated that a supermarket can be built even under current conditions. "I warn that the area study from the perspective of the flood zone was not just a whim, and it may still be a requirement," she stated.

At the beginning of the month, the regional office published a proposal for new flood zones around the Elbe. The zone also includes the developer's plots. The regulation defines areas at risk of flooding along a hundred-kilometer stretch of the river, where construction activity will be primarily restricted.

There has been talk of creating a shopping center near the bridge over the Elbe for several years. The investor presented a project for a single-story shopping center with parking to the public in November 2019. The representatives then stated that a store could be built on the plots, but there should be apartments above it. People also expressed their opinions on the intention to build a store in a referendum, approving the shape of the store. The referendum was not binding at that time.
