Prague - The government should soon receive a proposal for a concept of social housing. The document, on which the law will be based, includes the following:

Three levels of social housing - crisis housing for immediate accommodation, social housing as simpler housing with slightly lower standards, affordable housing as regular permanent housing
Those in need can gradually progress through all three levels of housing according to their situation; social workers will pay attention to people in crisis housing and social housing
A person in distress will apply for help from the town hall, which will review their income and assets. A certificate of entitlement to social housing could be granted to individuals who spend more than 40% of their income on reasonable housing
Social housing will be provided by the municipality
In the future, waiting for social or affordable housing should not take longer than half a year
In social or affordable housing, rent will be lower; the amount may increase after two years if the tenants' situation improves, by a maximum of 15%, and must not exceed the state-established normative costs of housing
Municipalities will have to create their own social housing fund; social and affordable housing can also be contracted from private entities or non-profit organizations
It is being considered that five percent of apartments in the municipality should be social and affordable housing
The municipal fund will have apartments and an account for housing, to which housing benefits, payments for the use of apartments, government subsidies, and potential investment funds such as loans or EU funds will be directed
The Ministry of Labor will maintain a register of social apartments
