Our vision for Liberec is not dependent on property rights or the financial situation of the city. It does not specify when and for how much. We perceive the task as an effort to sense the tensions that arise in the current city and to create a timeless document that illustrates possible transformations into a more harmonious and efficient organism of Liberec. Our proposal consists of three independent but compatible parts. From today's perspective, they have different degrees of feasibility, so they can be imagined as a gradual scenario. Indirectly proportional to the arrangement from the most feasible to the least feasible is the level of detail of the proposal. The most distant part of the vision is also the most concrete; it is a comprehensive idea. At this last point, our two-member team diverged, and two different opinions and proposals emerged. The title of our project is a wordplay based on the original German name of Liberec. Reichenberg means the mountain of the rich. The three stages of our vision describe the mountains of the rich – the proposal concerns the morphology of the territory, the valleys of the rich – the proposal concerns the valley of Nisa, and the plains of the rich – the proposal concerns the removal of the barrier of the railway and highway in the city center.
