Single-round conceptual public anonymous urban-planning and architectural competition Organizer: Petra Parléř Foundation, o.p.s. Co-organizer: City of Orlová Date: October 23, 2014 - January 13, 2015
The goal of the competition was to find the most suitable urban-planning and architectural and economic vision for the future development of the historical part of the city. The conceptual design will serve as a basis for the subsequent processing of the regulatory plan and also as an impulse for the adjustment of the strategic development plan of Orlová. For the purpose of the competition, the historical center of Orlová was considered to be the broader area of the Old Square defined by Husova and Petra Cingra streets up to the evangelical church, including the area of the former Mühsam colony and the castle park. A total of 8 competition designs were submitted.
The jury met to evaluate the competition designs on January 20, 2015, with the following composition: Regular members: Mgr. Bc. Renata Potyšová, Deputy Mayor of the City of Orlová Bc. Aleš Grúber, Head of the Department of Urban Planning and Decision-Making Ing. arch. Milan Körner, CSc. Ing. arch. Eva Špačková, PhD. Ing. akad. arch. Jan Sedlák Alternate: Ing. Jiří Kubát Invited Experts: Ing. arch. David Kotek, Architect of the City of Orlová Ing. Hana Juřicová, Head of the Construction Department
The jurors decided to award the following competition designs: 1st prize - Ing. arch. Miroslav Šajtar, Ing. arch. Zdeňka Zymáková (Headhand Architects s.r.o.)
Jury evaluation: The awarded design creates clear boundaries of the area with very simple means, which will define the original historical center within the revitalization. There is an inventive connection between the historical traces and the innovativeness of the new figure, which very well connects the city and the landscape. The significant aesthetic values of the design are achieved naturally, using appropriate and essentially very ordinary elements. Compared to most others, the design has chosen an ideal volume for construction. The jury also appreciated the well-developed methodology and description, the clear way of processing, and the high artistic and graphic level.
3rd prize (shared) Ing. arch. Nikolaos Rigas
Jury evaluation: The jury positively evaluates the realistic design divided into distinct phases, utilizing a smaller area of land for development. Targeted precise interventions restore important points of the structure. The idea of filling functions is indicative, and the scientific and educational center can be represented by other uses according to the jury. Graphically, the proposal was among the less convincing ones.
3rd prize (shared) Ing. arch. Šimon Vojtík, Ing. arch. Michal Petr, and Ing. arch. Jana Urbanová Jury evaluation: Formally, it is a meticulously, carefully, and clearly processed design that has a high informational and graphic value. Like proposal No. 7, it concentrates development from the square, but the eastern part as the next phase is unclear and relatively arbitrary. Unlike most other designs, the jury appreciated the appropriateness of the construction intensity.
