One of three designs by the Brno design office Stránský, Hustý and partners
Přerov - The Přerov city hall did not err in awarding the public contract for the design of a new footbridge at U Tenisu. According to the Office for the Protection of Competition (ÚOHS), the city did not violate the law with its approach. CTK was informed of this today by city hall spokesman Bohuslav Přidal, and the termination of the investigation was also confirmed by ÚOHS. The antimonopoly office found no reasons to initiate administrative proceedings. The Czech Chamber of Architects submitted a complaint for investigation because they disagreed with the city addressing a call to six design offices without announcing an architectural competition for an investment of at least 14 million crowns. "The office investigated this complaint, in March it received all materials from us and stated that we were absolutely within our rights. The announcement of the call for tenders was, according to them, in order and compliant with the legislation. However, we must be careful to ensure that in further proceedings regarding the footbridge at U Tenisu we comply with all legal norms," stated the city hall spokesman. Representatives of the Chamber of Architects were troubled by the fact that the city announced a selection process for the selection of an ideal design for the footbridge through a call directed at six design offices. They paid 20,000 crowns for the submitted proposals. However, the representatives of the Přerov city council were convinced that they did not need to announce an architectural competition. They received a total of 12 proposals from six companies, which they officially presented to the public and showcased at the City Information Center. The authors of the proposals estimated preliminary construction costs for the new bridge between 18 and 35 million crowns. The existing bridge over the Bečva River at this location has been damaged by past floods, and the footbridge is sagging. The future bridge, which will replace it, should be arched in such a way that it is not threatened by increased flow of the Bečva. The construction of a new footbridge in the area near the tennis courts is also included in the Přerov coalition's program declaration. The bridge is also expected to improve connectivity with the lagoon area. The antimonopoly office has recently been investigating several disputed selection procedures in Přerov, which have resulted in fines. The city hall management appealed against a fine of 300,000 crowns from ÚOHS for errors in an approximately ninety-million crown tender from 2008 for transportation constructions. The city received a fine of 90,000 crowns due to the selection of a contractor for construction modifications of the winter stadium. The city also appealed against this fine. Additionally, the anti-corruption police is apparently investigating the Přerov city hall regarding construction contracts.
