Olomouc - The National Heritage Institute (NPÚ) has asked the Olomouc Regional Authority to review the approach of the Olomouc City Council, whose heritage experts gave their consent to the planned construction of the Šantovka Tower high-rise building near the historic center of the city. The leadership of the NPÚ Olomouc branch claims that the position of the city officials, which permits the construction of the Šantovka Tower within the protective zone of the urban heritage reserve, may be contrary to several provisions of the Administrative Procedure Code. "A more detailed argumentation regarding the content of the file and the non-public nature of the administrative proceedings cannot be published in full," added Chupík. Ivo Heger from the press department of the regional authority told ČTK that the regional office has already requested the file from the city council to assess the legality of the city heritage experts' position. "The office has a deadline of 30 days to decide whether to dismiss the request or to initiate a review procedure. The review process itself then has another 60 days," Heger said. The regional authority can change or revoke the decision of the city heritage experts. Spokesperson for the Olomouc City Hall, Radka Štědrá, told ČTK that city officials must submit the file to the regional office by November 11. "Upon receiving the material, the regional office will initiate the review process. The binding statement can only be changed within the review process, and that is by an administrative body superior to the one that issued it," she noted. The Šantovka Tower project is being prepared by SMC Development. The building, located next to the new shopping center Galerie Šantovka, is set to have 22 floors. SMC Development estimates the construction costs at 400 million crowns. The building is designed to house about 80 apartments. If SMC Development obtains the necessary permits, they want to start construction in 2014. In addition to heritage experts, some professionals disagree with the construction of the Šantovka Tower, claiming it would damage the panorama of the historic center of Olomouc. The leadership of the Faculty of Arts at Palacký University has also opposed the project. Investors assert that the panorama of Olomouc will not be disrupted. "Our position is unwavering. We are continuing to prepare the project; the hysteria around it is unnecessary. Thanks to Galerie Šantovka, it shows that our visualization corresponds to reality.
