Prague - Prague 11 plans to exchange land in the territory of South City, primarily in the development area Na Jelenách. The goal is to consolidate the parcels of individual owners. The city council of the municipal district approved today that Prague 11 will sign a memorandum of cooperation on this matter with the capital city and the landowners, including the developer group Finep. The plan was criticized by opposition councillors from SPD and Hnutí pro Prahu 11 (HPP 11).


According to the attachment to the resolution, the memorandum creates conditions for the land exchange. The aim is to unify the currently fragmented land ownership into larger units so that they can potentially be economically utilized.

"In the larger part of the area around the Opatov metro and Na Jelenách, an exchange and consolidation will take place," said the mayor of the municipal district Jiří Dohnal (Pirates) at the council meeting. He added that through the exchange, the municipal district will acquire "significant plots" in the area of Hviezdoslavova Street, and the necessity of paying rent to the owners for their use will be eliminated. According to the available document, the rent is about five million crowns per year. Additional money was necessary for the maintenance of the rented land.

According to the text of the memorandum, the Finep group and private landowners plan to build on the exchanged and consolidated land. Similarly, both the capital city and the municipal district want to develop public infrastructure or public benefit buildings on the newly created land units. Currently, the Na Jelenách locality, defined by the streets Roztylská, Na Jelenách, and the D1 highway, is one of the largest undeveloped areas in South City.

The opposition criticized the memorandum and the potential land exchange. According to opposition councillor Zuzana Malá (HPP 11), this will deprive the municipal district of strategic land in the Na Jelenách area. "We will lose the ability to influence what will be at those locations," she said. Robert Vašíček (SPD) also disagreed with the memorandum, which he believes is more advantageous for the developer. Councillor Šárka Zdeňková (HPP 11) referred to the memorandum as a "deal with municipal land."

The coalition of Pirates, ANO, ODS, TOP 09, and STAN governs South City. The municipal district, home to 77,600 residents, encompasses the cadastral areas of Chodov and Háje.
