Prague - The Prague 8 City Hall has sent a request to the municipality for a declaration of a construction freeze for the Ďáblice and Střížkov housing estates. Roman Petrus (CSSD), the mayor, said this to CTK today. The reason is an effort to prevent the construction of high-rise buildings with hundreds of apartments planned by CPI Reality, owned by entrepreneur Radovan Vitek. Local residents have long protested against the construction. It is unclear when and how the Prague council will decide on the freeze. The Institute of Planning and Development (IPR) is preparing a territorial study for the housing estate, which it will complete by March 2019.

“We sent the document to the municipality so that the council of the capital can decide. If they agree, then in the future, for any construction project in this area, the council would have to express its opinion. This would be the first time that local self-government would play an important role,”
said Petrus. Until now, Prague 8 has only been a participant in the proceedings but has not made any decisions. The city hall will also send letters to residents describing the current developments in the situation.

The leadership of the city district wants especially the construction of high-rise apartment buildings to be prohibited or restricted until the Metropolitan Plan comes into effect. The planned buildings are not in accordance with the upcoming plan, which does not allow such construction in the given area. If the buildings were to be built before its approval, the regulations would become unenforceable and the principles of the plan would not be fulfilled. Once it comes into effect, it will not be possible to build the planned high-rise buildings. The Metropolitan Plan is expected to be in effect from 2023.

Although the Ďáblice housing estate is not officially protected, experts appreciate its design and method of development. Local residents have long protested against the construction, fearing a deterioration in the quality of life. They argue that the infrastructure is not suited for such construction, including parking capacity, transport connections, schools and kindergartens, as well as healthcare and social services. In the past, the city district representatives unanimously opposed the construction, voting against the proposed form last year.

The buildings are set to rise on the site of existing structures on several plots, namely on Šimůnkova and Čumpelíkova streets, between Tanvaldská and Střelničná, and on Frýdlantská street. According to the minutes from the investor's meeting with residents, several hundred apartments are planned in four buildings.
