Based on the memorandum, local governments should in the future jointly provide housing only to selected groups, such as seniors, families in housing distress, or professions that are essential for the functioning of society but are poorly financially rewarded. A crucial issue for the city council coalition is also the resolution of the situation of children living in dormitories, which is included in their program declaration. The memorandum includes sharing data about the needs of families in housing distress and housing capacity.
The parties in the memorandum also commit to creating a system of contact points for people in housing distress. The municipality will provide apartments for their workers, with the aim of obtaining European funding to support housing. According to the memorandum, a position of "coordinator for cooperation with city districts in addressing housing distress" will be established.
In recent years, the metropolis has been struggling with a housing crisis and rising housing prices. The city leadership wants to address this by accelerating the approval of construction projects and other measures, which also include halting the privatization of municipal apartments.
