Prague - If the amendment to the building act is to go through its second reading in the Chamber with many changes, Minister for Regional Development Karla Šlechtová (for ANO) will ask the government to withdraw it from the discussion. The minister stated this to reporters during today's tripartite meeting. According to her, the amendment is heading to the second reading with 270 proposed amendments that often contradict each other. It could be included in the agenda of the Chamber by the end of February.
"I expect that the discussion will really be a huge massacre. The ministry's stance towards the proposed amendments is negative 80 percent of the time. If this amendment were to pass with many changes according to the proposed amendments and we would evaluate that it will not work, I am willing to ask the government to withdraw it from the Chamber of Deputies," said Šlechtová.
The main goal of the amendment is to merge the permitting process into one procedure. It aims to combine the currently separate land use permit, building permit, and environmental impact assessment (EIA) into a so-called coordinated permitting procedure. According to the ministry, this was supposed to significantly speed up building approvals. "My goal was to have one office, one permit, one lawsuit. That did not succeed, but we should continue to simplify. I do not want to let a non-functional law go. And what many dare to include in this amendment I consider utterly outrageous," the minister added. The government approved last September that water works, including the construction of a water pipeline, would not be part of the coordinated procedure.
At today's tripartite meeting, Šlechtová agreed with Prime Minister Bohuslav Sobotka (ČSSD) that the amendment would be discussed by the coalition council next week. "I appreciate the call. I hope that the political partners will agree on what is a priority for them. The disputes are among the ministries from all political parties. I perceive the amendment to the building act as merely a way for many ministers to resolve issues they have failed to tackle during the three years they have been in office," Šlechtová further stated.
According to her, the Ministry for Regional Development is also preparing a completely new building act. Šlechtová wants to inform the government about its basic principles in the first half of the year and subsequently work on the substantive proposal for this law. "But I will only do so after the second reading of this amendment. Because once I launch the principles of the new law now, the amendment is passé. And I will not do that," the minister concluded.
