Kladno - The leadership of the Central Bohemian Region is against the construction of a shopping center in the Kladno area of Růžové pole. The reason is concerns about traffic problems. The position was approved today by the regional councilors, as reported by Helena Frintová from the Central Bohemian Region.
Opposition to the planned construction, which is being proposed by a private investor, also comes from the current Kladno coalition and some residents. An environmental impact assessment (EIA) has been prepared for the proposal, and people could express their opinions until Sunday. Submitted objections will now be assessed by officials. The Kladeňáci association, which is part of the Kladno coalition, has issued a negative statement.
The shopping center is planned to be built in the Kladno district of Kročehlavy near the Kladno-south industrial zone. The project also includes the construction of a gas station and a car wash.
The establishment of a commercial zone in Růžové pole was approved by the Kladno councilors in April. The city leadership decided on the change of the zoning plan that would allow the construction, and a quarter of the area is to be designated for sports and recreation. The then-opposition protested against the change, which is now part of the city leadership.
"The dissenting opinion (from the region) was issued based on the recommendation of the (regional) Committee for the Environment and Agriculture due to the fact that the traffic situation in the area is not sufficiently addressed," said the regional deputy for the environment and agriculture, Miloš Petera (ČSSD).
The EIA report predicts that on average, 3,200 cars, 14 light trucks, and eight heavy trucks will head to the shopping center every 24 hours. However, the increase in traffic load from cars is supposed to be 1,600 vehicles, with the rest being cars passing through. The built-up area of the supermarket is expected to cover more than 17,000 square meters, and the maximum height of the building should not exceed 15 meters, though local extensions are possible. The total area of the complex will exceed nine hectares.
According to the regional leadership, opposition to the proposal also arises from the fact that the area has long exceeded the immission limits for annual concentrations of benzo(a)pyrene and that short-term concentrations of dust particles are at the border of the immission limit; the environment is also already burdened by noise from the busy streets Arménská, Unhošťská, and Americká.
The regional councilors expressed disapproval of the proposal already during the EIA assessment due to the large land take and deterioration of the traffic situation in the area. "The decision was based on a survey of the area, which is already sufficiently covered by shopping centers, but lacks a park and sports facilities that were proposed in the original zoning plan," Petera added.
