Brno – Brno has created a regulatory plan that will determine the form of construction in the area near the chapel in the Líšeň district. The issuance of the regulatory plan must be approved by the city council. The aim of the plan is to prevent spontaneous construction and protect the landscape character, stated Brno's councilor for urban planning Filip Chvátal (KDU-ČSL) in a press release.
The regulatory plan is a more detailed spatial planning document that sets the conditions for construction. "The Kostelíček area is very valuable from a landscape perspective, and the existing land use plan allows for the possibility of single-family houses. To prevent damage to the landscape character and spontaneous construction, the city began preparing a regulatory plan in 2016, and the area was simultaneously protected by a construction ban," Chvátal stated. In the past, there was also consideration for the construction of multi-story buildings in the area.
According to Chvátal, the draft regulatory plan was discussed with the relevant authorities, amended, and subsequently published and discussed with the public. Councilors propose that the city council approve the plan in the form of a general measure.
The aim of the regulatory plan is to propose suitable types of development and to leave sufficient space for public areas and greenery. "In the given area, only low-rise family houses will be allowed, which will be connected to a new road. Some of them will capture rainwater in their gardens. At the same time, a new line of trees will be planted, sidewalks and playgrounds will be created, and furniture will be added," Chvátal described the plan. According to him, the sewage system will be connected to a new retention tank that will regulate stormwater runoff.
The character of the Kostelíček area is shaped by the Chapel of Our Lady of Help, which is a pilgrimage site and a national cultural monument, and the surrounding nature, including meadows and forests of the nearby Marian Valley. The original structure dated back to 1634 and was restored in 1914. The Kostelíček area is bounded to the south by Kniesova Street and adjacent gardens, to the west by Kostelíček Street and Šimáček Street, to the north by Obecká Street, and to the east by Podlesná Street.
