Pardubice - The villa of entrepreneur Miloš Holeček in Pardubice, which was built without a building permit, is heading towards legalization. In May, the councilors approved a change in the use of part of the land where the house is located, from recreational green to suburban housing. The legalization of the villa could be completed by the end of the year, said Jiří Vopršal, head of the building department of the city council, to ČTK. "We have information from Mr. Holeček that they will soon file a request for a new decision, requesting permission for the structure in connection with the change in the zoning plan," Vopršal stated. The entrepreneur has commissioned documentation for a building permit, but the building "does not fit" into the category of a family house. The luxury house is located next to the Na Špici park near the confluence of the Elbe and Chrudimka rivers. For the illegal construction, Holeček received a fine of 200,000 crowns, and the Supreme Administrative Court previously ruled for the demolition of the villa. However, in June 2012, councilors voted to prepare a change to the zoning plan that would allow it to be retroactively legalized, and subsequently, the building authority suspended the enforcement proceedings aimed at demolishing the structure at Holeček's request. The entrepreneur paid for the change to the architectural studio commissioned by the city. According to the law, the enforcement order remains in effect for ten years, until 2022. It is unclear when Holeček will apply for the legalization of the "black construction." "I do not want to comment on that; it is two days before the elections," said Holeček's legal representative, Sylvie Georgievová, to ČTK. According to records from the city council, the change to the zoning plan, which was a condition for the villa's legalization, was voted for by four councilors from the coalition parties ČSSD and the Association for Pardubice (SPP) as well as opposition members from ODS and KSČM. Also in favor were three representatives from the coalition TOP 09 and one independent. All four members of the Pardubáci association, which belongs to the city council coalition, and one member of SPP voted against. The remaining 39 councilors either abstained, were not present, or did not vote.
