Pardubice - Pardubice city councilors have given a new chance to the illegally built villa of entrepreneur Miloš Holeček. They approved the preparation of a change to the zoning plan, which would allow the land to be converted from recreational green space to a plot for suburban housing. Holeček could then apply for a building permit retroactively. Whether this will help the entrepreneur is uncertain, as the process of changing the zoning may take time, and according to a court ruling, Holeček must dismantle his villa by the end of September. Mayor Štěpánka Fraňková (Pardubice Alliance) informed about this at a press conference today.

The court's decision may not be the only problem in legalizing the construction. The city will need to investigate whether the councilors' decision is even valid. "Our lawyers are currently looking into whether the proposal was accepted in accordance with the law. According to the Building Act, only the zoning planner, which is the Department of the Chief Architect of Pardubice City Hall, can submit proposals for changes to the zoning plan to the council. And it did not submit it," Fraňková stated.
Twenty-one councilors voted in favor of preparing a change to the zoning plan on Tuesday night. In the previous vote on May 15, there were only 16 in favor, and that proposal did not pass.
The house stands without a building permit on a plot in the Na Ležánkách area near the confluence of the Elbe and Chrudimka rivers, which is not designated for construction and is classified as recreational green space. The Supreme Administrative Court has already decided on the demolition of the villa, and the entrepreneur has a deadline to remove the building. If the builder does not comply with the order, the city must carry out the demolition by law. A project including a budget must be prepared for the demolition work. The costs are to be covered by the villa's owner and could reach up to ten million crowns, which is approximately the price of the house.
Holeček had previously stated that he is considering moving the house a few meters, which would avoid conflict with the zoning plan. He estimated the costs at 1.2 million crowns. It is not yet clear how realistic such a plan is.
