Prague - The Legislative Council of the Government has approved a draft of a new monument preservation law, which aims to comprehensively regulate and streamline the system of care for cultural heritage. Jiří Souček from the office of the Minister and head of the council Jiří Dienstbier informed ČTK about this today. The government is now expected to discuss the law. The Association for the Protection of Monuments and the association of professional conservators have previously criticized the proposal. They argue that the law reduces the scope of monument protection, does not define the protection of tangible cultural heritage as a public interest, and does not bring the desired systemic changes. The Ministry of Culture has rejected their objections. "The most significant change can be highlighted as the possibility to compensate for costs incurred in connection with the restriction of property rights for owners of real estate that are not cultural monuments but are located in heritage reserves and heritage zones. At the same time, it will be possible to adequately respond if someone does not fulfill their obligations as the owner of a cultural monument," Souček stated regarding the proposed regulation. The new monument preservation law is set to replace the repeatedly amended regulation from 1987, which does not correspond to the current property relations or many other aspects of contemporary cultural heritage protection. The cabinet is expected to submit the regulation to the Chamber of Deputies later this year after several unsuccessful attempts by previous governments. "The aim of the prepared law is to ensure an effective, transparent, predictable, and professionally guaranteed way of managing the monument fund of the Czech Republic, which will also strengthen the legal certainty of citizens, eliminate unnecessary administrative burdens, and alleviate the impacts resulting from the restriction of property rights," states the Ministry of Culture on its website, where the multi-year preparations of the law can also be followed. However, critics claim that the law's preparation process is not transparent and that, according to them, the ministry only consults with those who agree with the proposal.
