Mělník - The leadership of Mělník aims to collect opinions from the public and experts on the study of the transformation of Karl IV Square in the coming months. New buildings are also to be constructed here, replacing the current structures. The goal is to gather the most insights about the project, which the city will collaborate on with a private company. Discussions will include topics such as maintaining a gap between houses and other features. A public presentation of the study will take place on September 26 at the Masaryk Cultural Center. The contractual terms with the investor are not yet finalized, said Mělník mayor Tomáš Martinec (ODS) to ČTK.


"There is a study on which both owners agreed that it could look something like this, and that based on it, we will launch a discussion with experts and the public about this proposal, which may undergo changes and will certainly undergo changes," the mayor stated. According to him, the study corresponds to the zoning plan and the regulatory plan of the city's heritage zone.

The complete reconstruction of the square, including the demolition of buildings from the socialist era and their replacement with other structures, is beyond the financial capabilities of the city, thus he plans to cooperate with the development company Property Mall. In August, a memorandum of cooperation was signed with them. Some representatives of Mělník demand the disclosure of more details about the future shape of the city's cooperation with the developer. "Citizens will only be able to comment on the volumetric study, while the project itself should emerge only after its discussion," stated Mělník representative Jindřich Špergl (for TOP 09).

According to Martinec, the city will select legal representatives who will subsequently prepare a competition for the project developer. The new square is to be created using the Design & Build method, which means that the contractor for both the project and the works will be selected at once, which brings responsibility to one entity and ensures better continuity in execution. Collaboration instead of sale also means better control over the form of investment, according to the mayor.

The contract with the developer will specify which part will belong to whom. Public areas, such as parks, open spaces, and roads, will remain the property of the city, according to the mayor. The total value of the investment is estimated to exceed two billion crowns, but since the city will provide the land, it should not contribute financially. Among the city's requirements is a new standalone library building, which is also to belong to the city, and all current parking spaces must be secured for public use even after the square's reconstruction, which will be managed by allocated capacity in a parking garage.
